1. Call Meeting to Order
Chair McGill called the meeting to order at 3:00 p.m.
2. Public Comments
None.
3. Receive annual update on Recycled Water Program
Ms. LaBella presented information on the 2015 Recycled Water Annual Report.

4. Receive presentation on strategy for National Pollutant Discharge Elimination System
(NPDES) Permit renewal application (expires March 31, 2017)
Ms. Schecte/presented information and the timeline on the process to renew the
permit, which expires on March 31, 2017.
COMMITTEE ACTION: Received the information.
5. Receive 2015 AgLantis Annual Report for CoCo San Sustainable Farm
Ms. Gemmell presented a report on the activities of the CoCo San Sustainable
Farm.
COMMITTEE ACTION: Received the report.
6. Announcements
a. Future scheduled meetings:

b. Mr. Petit announced that he and Ms. Gemmell met with the Shell Refinery and
Contra Costa Water District and stated that the refinery does not want to take
the 0.5 MGD of recycled water due to concerns regarding water quality and
cost. This item will be discussed at the next RESP Committee meeting.
C. Ms. Gemmell announced she recently attended a Concord City Council
meeting on the selection of the Concord Naval Weapons Station developer
and that the meeting was held over until April 13 due to the number of public
comments.
d. Ms. LaBella announced that she participated remotely in a meeting held in
Washington, D.C. on April 7, 2016 between the wastewater industry and the
wipes industry, regarding modifications to the labeling requirements in the
manufacturers'voluntary Code of Practice. The discussion centered on how
and where the manufacturers should include their `Do Not Flush"logo on
wipes that are typically used in a bathroom setting, but were not intended to be
flushed.

e. Mr. Bailey announced that he will be attending the Bay Area Region Reliability
(BARR) Drought Task Force kickoff meeting on Friday, which will be attended
by all Bay Area water providers, certain Bay Area Environmental Groups, and
the region's wastewater agencies represented by Bay Area Clean Water
Agencies (BACWA).
COMMITTEE ACTION: Received the announcements.
7. Suggestions for future agenda items
a. Chair McGill requested an update on the Shell Refinery project. A Committee
meeting was scheduled for April 26 at 3 p.m.
b. Chair McGill requested a list of the District's permits.
C. Ms. Gemmell stated that an update on the District's real property will be
scheduled on an upcoming agenda.
