State of the District Address by Board President Lisa M. Borba
Lisa M. Borba, AICP, was first appointed to the Contra Costa Water District's Board of
Directors in April 2010 and was reappointed to a 4-year term in November 2010 after
running for the office unopposed. Earlier this month she was elected President of the
Board of Directors.
Ms. Borba represents Division 1, which includes the cities and communities of Concord,
Clyde, Bay Point and parts of Pittsburg, Martinez and Pleasant Hill.
A resident of Concord, Ms. Borba is a professional land planner certified by the
American Institute of Certified Planners and currently employed by a private land
development company. She started her planning career in 1990 after earning a
bachelor's degree in environmental studies from the University of California at Santa
Barbara. Her professional experience includes working with federal and state permitting
agencies, the county Board of Supervisors, and local city councils and commissions.
As a volunteer, Ms. Borba has worked with the Holbrook Heights Community
Association, the Wheelchair Foundation, the Baldwin Park Canine Contingent, the
Executive Women's Golf Association, and Leadership San Ramon Valley. She is also a
member of the American Planning Association, the American Institute of Certified
Planners, the League of Women Voters, the Pleasant Hill/Walnut Creek Mothers Club,
the EI Sobrante Golf Club, and the Concord Bocce Federation.
