Matidoa, 1. On January 7, 2016, Board initiated formation of South Jackson Way CAD. 2. Public review of CCCSD's Engineer's Report and neighborhood meetings were held. 3. Neighborhood revised project to eliminate 150 feet of main sewer and street laterals for non -participants, reducing project cost by about $63,000; Engineer's Report was revised to reflect this change. 4. Board will consider approving formation of CAD, the mainline project and ballot results; and ordering the improvement. 5. Board to set the final assessments when improvements are completed. 1 CAD BOUNDARY MAP (C PROPOSED SOUTH JACKSON WAY CAD MAIN SEWER EXTENSION • 1,187 feet of 8 -inch diameter gravity sewer. • Project costs: $334,000. • Estimated cost of main extension per property: -$30,400 (with 11 initially participating properties). • Meets CAD formation criteria: • at least 5 benefiting properties (potential participants is 22 for this CAD) • at least 60 of properties developed (100% for this CAD ) • and two or fewer dwellings on each property (one per property for this CAD). 1t 04/05/16 2 COSTS INELIGIBLE FOR CAD FINANCING • Capacity Fee: $6,005 (may be financed separately through Septic Conversion Program.) • Permit and Inspection Fees: -$2,300 • Private side sewer: $5,000 to $10,000, depending on length and restoration. • Septic tank abandonment: 41,500. • Ineligible and additional costs that must be paid upfront when home is connected may range from $14,800 to $19,800 for each property owner. FINANCING FOR PROPOSED SOUTH JACKSON WAY CAD • Staff recommends using the funds currently budgeted ($400,000) in the Collection System program under DP 8402 in FY 2015-16 and FY 2016-17 CIBs for this project. • Interest charged at 6% for participants who finance over al 0 - year period. • Participants have 30 days from determination of final assessment to decide between financing charges over 10 years or paying lump sum. 04/05/16 3 PROPOSED SOUTH JACKSON WAY CAD PROPOSITION 218 BALLOT TABULATION • As of April 5, 2016, 11 ballots were received by District. • 8 yes • 2 no • 1 abstain • No majority protest, as defined by Proposition 218, exists STAFF RECOMMENDATION • Conduct a public hearing. • Proceed with approval if a majority of returned ballots do not oppose the assessment. • Authorize the General Manager to execute an agreement with the South Jackson Way CAD No. 2016-1 participants. • Adopt two resolutions confirming compliance with Proposition 218, finding the project is exempt from CEQA, approving the revised Engineer's Report and assessments and ordering improvements. elriL 04/05/16 4 QUESTIONS? ^--..- I 1 1 a4C 04/05/16 5
