SUBJECT: ADDENDUM TO POSITION PAPER AWARDING THE CONSTRUCTION
CONTRACT WITH INTEGRA CONSTRUCTION SERVICES, INC. FOR THE LABORATORY
HVAC UPGRADE AND REPAIR PROJECT, DISTRICT PROJECT 7319
At the April 4, 2016 Engineering and Operations Committee meeting, the Committee requested
that the Board be presented with additional information regarding the project and reasons for
awarding a contract that received only one bid, which was over the Engineer's estimate.
Before and during the bidding process, staff used the following efforts to generate interest in
the project: Contacting general contractors directly; contacting specialty HVAC contractors;
matching interested subcontractors' experience to allow them to meet the experience clause;
allowing a month to estimate the bid; and asking the design engineer and specified equipment
manufacturers to inform nearby contractors regarding the project. Despite these efforts, only
one bid was received due to such factors as:
• The Project was more complicated than standard commercial HVAC installations.
• The structural steel work required for seismic improvements specified in the Project
made it more challenging for some commercial HVAC contractors to develop bids.
• General contractors that typically bid our projects thought they could not be competitive
with the smaller contractors on the planholder's list.
• Several bidders indicated that, due to the current increase in construction projects
around the area, they were too busy with other projects.
Following the bid opening, staff evaluated the consultant's estimate for construction and
determined it was on the low end considering the recent bidding environment for industrial and
treatment plant mechanical and electrical work in the Bay Area. Staff also confirmed that the
equipment manufacturers provided bid quotes to prospective bidders. As for rebidding the
project, staff does not foresee any cost savings since the District is incurring ongoing costs
with the rental equipment and the cost to rebid.
Based on this information and the presentation provided, the Committee recommended
awarding the project.
