E&O Committee Monday April 4, 2016 LAB BUILDING EXISTING CHILLER AND ROOF CURB EXISTING CHILLER HISTORY • 150 -ton Chiller approximately 14 years old • Original manufacturer bought out by new company • Support, service, and parts are difficult to replace or obsolete • Historical problems and increased maintenance • Frequent (Daily during summer) trip/reset required to run • Replaced compressor in 2011, significant impacts & costs • Second compressor failure last summer and repair was not recommended, no warranty included. • Remaining components worn and require repair/replacement ZAL 4/1/2016 2 RENTAL CHILLER $9,500 installation and delivery (Aug. 2015) $9,700 per month rental CAUSE OF FAILURES Due to high range of cooling demands, the system frequently starts/stops which lowers the equipment life. The existing chiller was lower quality and not very robust. Ilk Controls design needs improvements. -- 4/1/2016 3 RECOMMENDED PROJECT Chiller replacement Install new unit, approximately 20% more energy efficient Chiller upgrades include VFD, isolation transformer, better heat transfer, HFC -134A refrigerant Piping, electrical, coatings, and control modifications PROJECT ALSO INCLUDES Structural Modifications: Existing structural steel does not transfer seismic forces to columns New chiller is 4,300 pounds heavier Added steel for increased weight and seismic forces Meets new seismic design criteria 4/1/2016 4 PROJECT ALSO INCLUDES Retrofitting Existing Air Handling Unit Remove existing inlet guide vanes and two speed motor ( 60 HP) Install new Variable Frequency Drive and paired premium efficiency motor Increased energy efficiency and volume/ building static pressure control OTHER IMPROVEMENTS Control system modifications Full building air and water balance last completed in 2001 Exhaust fan modifications for new Lab process chemicals requiring higher fume hood face velocities • PGE Rebates up to $10k -- 4/1/2016 5 BUSINESS CASE ANALYSIS Alternative 1 — Repair Existin Chiller Iternative 2 — eplace with in-kind ommercial Chiller Alternative 3 — Replace with Industrial Chiller Net Present Value 1$3,074,000 $2,819,000 1$2,418,000 Assumptions: 1. Discount Rate 4% 2. O&M Inflation Rate 2.6% 3. Capital Cost Inflation Rate 2.5% 4. Lifecycle period 20 years t • Recommend Alternative 3 Lowest Net Present Value • Highest Energy Efficiency • Meets Current Seismic Code & Other Benefits STAFF RECOMMENDATION Award a construction contract in the amount of $696,665 for the construction of the Laboratory HVAC Upgrades to Integra Construction Services, Inc. 4/1/2016 6 4/1/2016 QUESTIONS
