PROJECT UPDATES
a) Public Bidding of Substation 16 Switchgear Replacement, District
Project 7324
The existing Substation (Sub) 16 Switchgear was installed under the Headworks Facilities
Improvement Project and supplies power to the Headworks and influent pumps. The
existing electrical switchgear had a short production run and is now obsolete and
replacement parts are difficult to source. Recent issues with the circuit breakers have
revealed they will only become more difficult to maintain and service.
This project will replace the Sub 16 electrical switchgear. Work includes removal of the
existing switchgear, structural modifications to the building doorways and installation of
pre-purchased arc-flash resistant switchgear.
This project will be advertised on April 11 and 18. The bids will be opened on May 6,
2016. The construction cost is currently estimated at $1,300,000, which excludes the pre-
purchased switchgear equipment. More information will be presented when the Board is
asked to approve the construction contract on June 2, 2016.
RECYCLED WATER
b) Recycled Water Wholesale Opportunities Study Finalized by
Environmental'Engineering Consultant RMC Water and
Environment
A presentation on the findings of the Wholesale Recycled Water Opportunities Study
conducted by RMC Water and Environment was presented to the Board at its meeting on
February 18, 2016. RMC now has issued its final report entitled Recycled Water
Wholesale Opportunities (March 2016). District staff and the Board look forward to
continuing to work with RMC to develop treated effluent as a local and regional resource.

AWARDS AND COMMENDATIONS
c) District Receives Certificate of Achievement for Excellence in
Financial Reporting (CAFR)
The Certificate of Achievement for Excellence in Financial Reporting has been awarded
to the District by the Government Finance Officers Association of the United States and
Canada (GFOA) for its comprehensive annual financial report (CAFR) for the fiscal year
ended June 30, 2015. This is the sixteenth consecutive year the District has received this
award, which is the highest form of recognition in the area of governmental accounting
and financial reporting, and its attainment represents a significant accomplishment by a
government and its management.
An Award of Financial Reporting Achievement is awarded to the individual(s),
departments or agency designated by the government as primarily responsible for
preparing the award-winning CAFR. The CAFR was judged by an impartial panel to meet
the high standards of the program including demonstrating a constructive "spirit of full
disclosure" to clearly communicate its financial story and motivate potential users and
user groups to read the CAFR.
2017 LABOR NEGOTIATIONS
d) District Hires Bryce Consulting to Conduct Total Compensation
Study in Preparation for 2017 Labor Negotiations
The District has procured a consultant to conduct the total compensation study that will be
utilized for the upcoming labor negotiations in 2017 once the three bargaining unit
Memoranda of Understanding expire. The study will be split into two phases:
Phase I will consist of the Consultant meeting with the Board of Directors, District
labor negotiators (IEDA) and the bargaining units to determine comparable
agencies, benchmark job classifications and the elements of compensation that
that will be utilized for the study.
Phase II will consist of the consultant completing the total compensation study
based on the predetermined parameters in Phase I.
A selection committee, which consisted of members of all the District's bargaining units
and Management staff, selected Bryce Consulting. Bryce Consulting was formed in 1995
to provide human resources consulting services to public, private, and non-profit clients.
They have extensive experience in classification and compensation analysis; training;
organizational review and analysis; workforce planning as well as other areas within
Human Resources.

e) Employees to Attend Headworks Facilities Tour at Clean Water
Services Durham Advanced Wastewater Treatment Facility,
Tigard, Oregon, and Denver Metro Wastewater Reclamation
District, Denver, Colorado - April 11-12, 2016
The Headworks Screening Upgrade Project, District Project 7327, will include mechanical
bar screen replacements for screenings rmoval and a new screenings handling facility at
the existing Headworks. The final design ;hase of the project begins this month, and is
expected to go out for public bidding in the fall of 2016.
The substantial capital improvements planned for the District's Headworks necessitates
research and investigation of in-service equipment and facilities at other wastewater
treatment plants. Regional sites in Northern California were visited earlier this year to
evaluate equipment installations and gather more information during the alternatives
analysis phase. However, additional facilities with comparable equipment to the
recommended alternative were identified and are scheduled to be visited on April 11 and
12. The nearest facilities include the Clean Water Services Durham Advanced
Wastewater Treatment Facility in Tigard, Oregon, and the Denver Metro Wastewater
Reclamation District in Denver, Colorado. Future tours are not anticipated at this time.
