ISSUE: A Board resolution is required to apply for a State Water Resources Control
Board Water Recycling Funding Program planning grant.
BACKGROUND: On April 23, 2015, the Board of Directors authorized the General
Manager to execute a memorandum of understanding (MOU) with the Diablo Country
Club (DCC). The MOU documented the mutual agreement of the District and DCC as
to the benefits of a Satellite Water Recycling Facility (SWRF) and to identify and
resolve technical issues to the mutual benefit of all parties at no net cost to the District.
The DCC also executed a MOU with East Bay Municipal Utility District (EBMUD) to
obtain EBMUD approval to explore the project further because the DCC SWRF would
reduce potable water demand in EBMUD's service area.
The proposed project includes diverting wastewater from a nearby District sewer trunk,
constructing a SWRF on DCC property to treat the wastewater to Title 22 recycled
water standard, and then returning the process solids back to the District's wastewater
collection system, while keeping sufficient pipeline flow to convey the solids without
impacting maintenance or creating odors. The goal of the project is to provide recycled
water for irrigating DCC's golf course, and to minimize DCC's reliance on EBMUD's
potable water. The use of recycled water benefits the public by offsetting potable water
demand and reducing treated effluent discharge to Suisun Bay during the irrigation
season.
At the September 17, 2015 Board Meeting, the Board of Directors directed staff to
investigate implementation models with regard to ownership, maintenance, and
operation of the proposed DCC SWRF project.
At the February 18, 2016 Board Meeting, the Board of Directors authorized District staff
to apply for a $75,000 planning grant from the California State Water Resources
Control Board Water Recycling Funding Program. The $75,000 planning grant requires

a $75,000 match, which will be paid for by the DCC. With the planning grant, District
staff will complete a planning study to address technical and non-technical issues in
order to draft an Agreement with DCC for the SWRF. A proposed Agreement with DCC
may then be presented to the Board of Directors for approval, provided the Board-
directed guidelines can be achieved.
District staff will work with DCC and DCC's consultant, Brezack &Associates Planning,
to complete and submit the application package for the planning grant. The report
generated from this planning study will address technical challenges associated with
the proposed SWRF, including: determining whether or not sufficient wastewater is
available in the District's collection system to meet DCC's recycled water demand at
their proposed point of diversion, determining required on-site storage, identifying
options for wastewater diversion to the SWRF, identifying operational schemes to
minimize risk of collection system overflows/odors/blockages, and determining how to
manage waste streams and discharges from the SWRF to the District's collection
system.
This proposed DCC SWRF is intended to be a long-term Demonstration Project to
inform the District on implementation of potential, future SWRF projects. This
Demonstration Project supports Goal Four of the District's Strategic Plan "Be a Leader
in the Wastewater Industry" and Strategy 2 to "Collaborate with regional water and
wastewater agencies to augment the region's water supply while expanding access to
recycled water for Central San customers".
CEQA: The District will conduct an environmental evaluation of any capital project
proposed as a result of this study to determine the need for additional CEQA
documentation.
ALTERNATIVES/CONSIDERATIONS: None, since the Board has already authorized
staff to apply for this planning grant.
FINANCIAL IMPACTS: There will be no net financial impact to the District. District
staff time on this matter will be funded from the Planning & Development Services
Division O&M budget and reimbursed by the DCC.
RECOMMENDED BOARD ACTION: Adopt a resolution authorizing the General
Manager to execute a State Water Resources Control Board planning grant application
for the DCC SWRF.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CENTRAL CONTRA
COSTA SANITARY DISTRICT TO SUPPORT AN APPLICATION FOR A GRANT
FROM THE STATE WATER RESOURCES CONTROL BOARD FOR THE DIABLO
COUNTRY CLUB SATELLITE WATER RECYCLING FACILITY
WHEREAS, Central Contra Costa Sanitary District (District) and the Diablo Country
Club (DCC) have executed a Memorandum of Understanding (MOU) for development of
a Satellite Recycled Water Facility (SWRF); and
WHEREAS, the DCC SWRF would provide beneficial reuse of the District's value
supply of wastewater; and
WHEREAS, the State Water Resources Control Board would provide funding for an
investigation and evaluation of the feasibility of the DCC SWRF; and
WHEREAS, the State Water Resources Control Board offers a Water Recycling
Facilities Planning Grant Program that would support the DCC SWRF; and
WHEREAS, the State Water Resources Control Board requires the development of a
Facilities Planning Report and analysis of alternatives, the proposed project would
include the review and analysis of project alternatives that could include interconnection
to existing recycled water facilities; and
WHEREAS, the Grant application requires an official resolution to be adopted by the
Board of Directors (Board) of the District verifying support of the Grant; and
NOW, THEREFORE, the Board of the District does resolve as follows:
1. The General Manager is hereby authorized and directed to sign and file, for and
behalf of the District, a Financial Assistance Application for a grant agreement from
the State Water Resources Control Board for the planning, design, and construction
of the DCC SWRF; and
2..The General Manager is designated to provide the assurances, certifications, and
commitments required for the financial assistance application, including executing a
financial assistance agreement from the State Water Resources Control Board and
any amendments or changes thereto; and
3. The General Manager is designated to represent the District in carrying out the
District's responsibilities under the grant agreement, including certifying
disbursement requests on behalf of the District and compliance with applicable state
and federal laws.
