At the February 19, 2016 Finance Committee meeting, the Committee requested additional information on expenditures. Below are staff's responses. Chair Pilecki questioned if legal claim expenditures over $25,000 required Board approval. Per Resolution 2015-010, General Manager Authority, Section 6, dated April 23, 2015, the General Manager's authority regarding claims is as follows: Section 6: Claims Handling Authority The Board delegates to the General Manager the authority to act on its behalf pursuant to Government Code Sections 910, et seq. to reject, return as insufficient, or return as untimely any claims against it, and to provide any notices authorized under those statutes on behalf of the District. Pursuant to Government Code Section 935.4, the Board delegates the authority to the General Manager to allow, compromise or settle claims against the District not exceeding $50,000 with the understanding that settlements between $25,000 and $50,000 would be reported to the Board as information items at a following Board meeting. Chair Pilecki requested additional information regarding check #208590 with Hoover's Commercial Services. Per Purchasing and Materials Services Manager Stephanie King, the amount of this transaction was $1,084.19 and the description stated that it was for an under counter light for an office. This transaction actually consisted of delivery and labor to install furniture in an office ($681.72) and two LED lights, including their freight and installation. The price breakdown of the two LED lights are as follows: Central Contra Costa Sanitary District Information Requested on Expenditures Page 2 of 2 $157.50 - Workrite Verano VER -36 -P -C LED light $144.00 - Workrite Verano VER -36 -J -24-C LED light $55.00 - Installation of LED lights $18.75 - Freight for LED lights $27.22 — Tax on lights $402.47 — TOTAL for two LED lights The District has standardized on these LED lights for the quality of light they produce, exceptionally high CRI (color rendering index), neutral light temperature, zero maintenance, 50,000+ hour life LEDs, five-year warranty, and the Leadership in Energy and Environmental Design (LEED) points. This Workrite model is magnetic so it can be easily relocated, they have parent and jumper options to reduce cords, and they pivot to allow for light adjustment.
