ISSUE: Adoption of new Board Policy (BP) requires the review and approval of the
Board of Directors.
BACKGROUND: The Administration Committee has expressed interest in establishing
a Safe and Healthy Work Environment Policy. The policy establishes the intent and
expectations of the District to provide a safe and healthy work environment for
employees and members of the public.
California Department of Industrial Relations, Division of Occupational Safety and
Health, mandates that all industrial agencies establish an Injury and Illness Prevention
Program in accordance with California Code of Regulations, Title 8, Section 3203. The
District has long been in compliance with this requirement and all safety regulations.
The purpose of this policy is to emphasize the importance of safety in the workplace
and our commitment to a safe and healthy work environment.
ALTERNATIVES/CONSIDERATIONS: The Board of Directors may choose not to
adopt the Safe and Healthy Work Environment Policy.
FINANCIAL IMPACTS: None at this time.
COMMITTEE RECOMMENDATION: The Administration Committee reviewed the Safe
and Healthy Work Environment Policy on February 8, 2016, and recommends adopting
the policy.
RECOMMENDED BOARD ACTION: Adopt Board Policy (BP) No. 024 regarding a
Safe and Healthy Work Environment effective March 17, 2016.

BOARD POLICY
SAFE AND HEALTHY WORK ENVIRONMENT
PURPOSE
To provide a safe and healthy work environment, as free as possible, from the threat of
injury and illness due to unsafe practices or conditions for District employees and
members of the public.
POLICY
The District will:
• establish safety as a priority in conjunction with efficiency and productivity;
• provide appropriate safety training, procedures, and equipment for employees;
• comply with applicable federal, state, and local safety regulations and, where
necessary, implement best management practices to ensure the safety of District
employees and the public;
• encourage every employee to work safely and to report unsafe work conditions,
practices, or procedures; and
• provide the Board of Directors with an annual report.
