FOR THE CONSTRUCTION OF THE NORTH ORINDA SEWER RENOVATIONS, PHASE 6, DISTRICT PROJECT 8423 Submitted By. Petit—Director of Engineering and Technical Services General Manager ISSUE: On March 1, 2016, five (5) sealed bids were received and opened for the construction of the North Orinda Sewer Renovations, Phase 6, District Project 8423. The Board of Directors must award the contract or reject bids within 50 days of the bid opening. Authorize the General Manager to execute the Contract Documents subject to SUBMITTAL requirements. BACKGROUND: North Orinda Sewer Renovations, Phase 6, is part of the ongoing Collection System Renovation Program. The work aligns with the District's Strategic Plan, specifically Goal No. 6, which is "Maintain a Reliable Wastewater Infrastructure." The project will renovate approximately 8,700 lineal feet of 6- and 8-inch sewer lines located within the public rights-of-way, easements, and near creeks. The project location map is identified in Attachment 1. District staff prepared the plans and specifications for the project. The Engineer's estimate for construction is $2,400,000. This project was advertised on February 8 and 12, 2016. Five (5) sealed bids ranging from $1,966,491 to $2,880,755 were received and publicly opened on March 1, 2016. The Engineering Department conducted a technical and commercial review of the bids and determined that Pacific Trenchless, Inc. is the lowest responsive bidder. The schedule of bid submitted by Pacific Trenchless was found to contain a minor discrepancy in one of the unit prices between the price written in words and the price in figures. Per our Instructions to Bidders and specifications, the price written in words governs. Per the specifications, the bid was recalculated to a bid amount of$1,967,491. A summary of bids received is shown in Attachment 2. The District will administer the construction contract and will provide contract administration, inspection, survey, office engineering, and submittal review. FOR THE CONSTRUCTION OF THE NORTH ORINDA SEWER RENOVATIONS, PHASE 6, DISTRICT PROJECT 8423 CEQA: Staff has concluded that this project is exempt from CEQA under District CEQA Guidelines Section 15302, because it involves replacement of existing sewer facilities at substantially the same locations and with the same purpose and level of activity as the facilities being replaced. Any capacity increases are for non-growth inducing, wet weather purposes. This project also is exempt under District CEQA Guidelines Section 15061(b)(3), since it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. This certainty is based on the District's past experience with numerous sewer construction projects of this nature, the relatively short distances involved, and the District's mitigating construction specifications. These specifications are standardized general and special conditions that are made part of the project bid documents to address environmental considerations, such as protecting trees and riparian areas, as well as compliance with applicable federal, state, county, district, municipal and local laws, ordinances, orders, and regulations. Approval of this project will establish the Board of Directors' independent finding that this project is exempt from CEQA. ALTERNATIVES/CONSIDERATIONS: Reject all bids, which is not recommended. FINANCIAL IMPACTS: The total project cost of the North Orinda Sewer Renovations, Phase 6, is anticipated to be $3,312,500, including design, bid price, contingency, and construction management. This project is included in the Fiscal Year (FY) 2015-16 Capital Improvement Budget (CIB) on page CS-13 with a total project budget of $3,649,333. Staff has conducted a budget analysis of the FY 2015-16 Collection System Program budget and concluded that adequate funds are available for this project. COMMUNITY OUTREACH: The District held a public meeting on February 4, 2016, at the City of Orinda Library to assist with any questions or concerns by the residents along the alignments. COMMITTEE RECOMMENDATION: The Engineering and Operations Committee reviewed this project at its meeting on March 8, 2016, and recommended award of the project. RECOMMENDED BOARD ACTION: Staff recommends the following: 1. Find that the project is exempt from CEQA, 2.
