SUBJECT: RECENT ACTIONS RELATED TO PUBLIC EMPLOYEES UNION,
LOCAL 1.
As requested by the Administration Committee, this memo is to provide an update to the
Board on recent actions related to Public Employees Union, Local #1 within Contra
Costa County as well as to provide a brief history and overview of the union.
Recently, more than 1,500 Contra Costa County workers, in various County
Departments, voted to leave their longtime union representative, Local 1, to join the
Teamsters union. Approximately 400 Contra Costa County employees are expected to
remain with Local 1.
HISTORY OF LOCAL 1
Public Employees Union, Local 1 is an independent union that was founded in 1941 as
the Contra Costa County Employees Association. As a public employees' organization,
Local 1 made history by being a pioneer of workers' rights before government workers
in California had the right to collectively bargain. California public employees didn't get
collective bargaining rights until 1968, nearly three decades after Local 1's founding. At
one point, Local 1 was affiliated with the American Federation of State, County and
Municipal Employees (AFSCME), but disaffiliated shortly thereafter because members
wanted more direct democracy and more local control.
Currently, Local 1 has six offices throughout Northern California and represents
approximately 13,000 employees in Contra Costa, Sacramento, EI Dorado, Sutter,
Yuba, Butte and Merced Counties.
