Call Meeting to Order
Chair Williams called the meeting to order at 8:32 a.m.
2. Public Comments
None.
3. Confirm 2016 meeting dates and receive Committee Charter
COMMITTEE ACTION: Confirmed meeting dates and recommended the
changes proposed by staff to the Administration Committee Charter.

4. Review revised draft Board Policy No. BP 019 — Recycled Water
Chair Williams noted that not all of the filter plant was funded with grant monies
and suggested a softening of the language in the background section in this
regard. He also queried how long the 1985 agreement should serve as the basis
for recycled water projects going forward. Instead, he preferred to focus on the
fact that California routinely experiences severe droughts and recycled water is a
resource that can provide an additional water supply. As owners of that
resource, there is a desire to implement cost-effective projects for its utilization.
Member McGill acknowledged that one of the reasons the District recycles as
much water as it does is because it has made this commitment under the
settlement agreement.
Chair Williams provided several additional wording changes to the policy section
of the draft policy, which were supported by Member McGill.
COMMITTEE ACTION: Reviewed and recommended that staff bring back a
final draft at a future meeting.
5. Receive update on postponement of Cadillac Tax component of Affordable Care
Act
COMMITTEE ACTION: Received the update and requested clarification as
to any potential tax implications to the District should the Cadillac Tax be
imposed.
6. Review Position Paper to add and authorize the filling of a Utility Worker position
(G-55, $5,137-$6,223) and a Vehicle and Equipment Mechanic position (G-65,
$5,518-$7,899), and delete a Vehicle and Equipment Service Worker position (G-
48, $4,363-$5,274) and a Field Operations Superintendent position (S-81,
$9,604-$11,616)
COMMITTEE ACTION: Reviewed and recommended Board approval.
7. Review Committee Parking Lot items
COMMITTEE ACTION: Gave direction on each Parking Lot item.
8. Review Gantt chart of activities leading up to 2017 Labor Negotiations
COMMITTEE ACTION: Reviewed and provided input to staff.

9. Risk Management — Loss Control Report; discuss outstanding claims and new
claims, if any
This item was taken out of order, immediately after Item 2, Public Comments.
Risk Management Administrator Shari Deutsch reviewed the Loss Control Report
and responded to questions from the Committee Members.
COMMITTEE ACTION: Received the report.
10. Announcements
a. Future scheduled meetings:
Thursday, February 25, 2016 at 8:30 a.m.
Monday, March 7 10, 2016 at 8:30 a.m.
Monday, March 28, 2016 at 8:30 a.m.
COMMITTEE ACTION: The date of the March 7 meeting was changed
to March 10 (same time) due to a scheduling conflict.
b. Announce update on pending litigation re AB 197 (Public Employees'
Pension Reform Act of 2013) (PEPRA) and Contra Costa County
Employees' Retirement Association (CCCERA) straddling issues - Reply
briefs have been filed by all parties
COMMITTEE ACTION: Requested additional details from District
Counsel at the next meeting.
11. Suggestions for future agenda items
a. Member McGill requested an update on the article in today's Contra Costa
Times reporting that a number of County employees have left Local One
and joined the Teamsters Union.
