ISSUE: On January 15, 2016, seven (7) sealed bids were received and opened for the
construction of the Pleasant Hill-Grayson Creek Trunk Sewer, District Project 8412
(Grayson Creek Project). The Board of Directors must award the contract or reject bids
within 90 days of the bid opening. Board of Directors' authorization is required for the
General Manager to execute the Contract Documents subject to submittal requirements
and for professional services agreements in the amount greater than $100,000.
BACKGROUND: The Capital Improvement Budget (CIB) Priority Ranking for this
project is critical and the work aligns with the District's Strategic Plan, specifically Goal
No. 6, which is "Maintain a Reliable Wastewater Infrastructure."
The Grayson Creek Project includes a series of capacity-deficient sewers that were
identified in the City of Pleasant Hill. This project will install approximately 10,000 lineal
feet of new trunk and sewer mains in the Cities of Pleasant Hill and Martinez. These
new sewer lines will assist in diverting the sewage away from the existing wet weather
capacity-deficient sewers and connecting to the existing 36-inch trunk sewer that runs
along Ardith Drive. Due to the City of Pleasant Hill's proposed paving projects, the
District bid this project in conjunction with the Pleasant Hill Corridor Project (Additive Bid
Schedule) in order to avoid significant paving reconstruction, mobilization costs, and
reduce traffic impacts on Pleasant Hill Road. The project work area is shown in
Attachment 1.
District staff prepared the plans and specifications for the project. West Yost Associates
performed a peer review of the project documents. The Engineer's estimate for
construction of the Grayson Creek Project is $10,400,000 for both the Base Bid and

Additive Bid Schedule. This project was advertised on November 30 and December 4,
2015. Seven sealed bids ranging from $10,401,854 to $13,239,623 were received and
publicly opened on January 15, 2016. The Engineering and Technical Services
Department conducted a technical and commercial review of the bids and determined
that Mountain Cascade, Inc. is the lowest responsive bidder with a Base Bid amount of
$7,986,679. A summary of bids received is shown in Attachment 2. Staff is
recommending including the additive bid schedule of$2,415,175 for the Pleasant Hill
Corridor work. Therefore, the total bid price provided by Mountain Cascade, Inc. is
$10,401,854.
District staff will oversee the consultant management/inspection services and provide
resident engineering work, survey, and public outreach. A large portion of the project
includes pilot tube boring — an innovative trenchless technology. Due to current and
upcoming capital projects workload, District staff prepared a Request for Proposals
(RFPs) seeking a professional construction management firm with extensive experience
with boring technology. RFPs for the construction management and inspection services
were publicly advertised on the District's website and PlanetBids. Four (4) RFPs were
received on January 21, 2016. District staff evaluated the proposals and interviewed
the top-ranking consultant teams. West Yost Associates, with Bennett Trenchless
Engineers as a subconsultant, had the highest total score and is considered the best
overall fit for the project.
The consultant management services will include construction management, reviewing
construction schedules, reviewing progress payments, conducting progress meetings,
processing shop drawings and submittals, evaluating change orders, conducting daily
inspection reports, construction photographs, providing specialty inspection for the pilot
tube guided borings, coordination of survey and field testing, and other related activities.
A contract with a cost ceiling of$580,000 was negotiated with West Yost Associates for
the project work.
CEQA: At its February 20, 2014 meeting, the Board of Directors independently found
this project to be exempt from CEQA.
ALTERNATIVES/CONSIDERATIONS:
1. Award a construction contract for the Base Bid and reject the Additive Bid
Schedule to be completed at a future date, which is not recommended.
2. Reject all bids, which is also not recommended.

FINANCIAL IMPACTS: The total project cost of the Grayson Creek Project, which
includes adding the Pleasant Hill Corridor Project work, is anticipated to be
$13,700,000. This includes planning, design, bid price, construction, contingency,
construction management and inspection. The Grayson Creek Project is being funded
under the Collection System Program included in the Fiscal Year (FY) 2015-16 CIB on
page CS-29, with a total estimated project budget of$10.7 million. The Pleasant Hill
Corridor Project is shown and budgeted under the Collection System Expansion
Program included in the 10-year Capital Improvement Plan on page CIP-26, with a total
estimated project budget of$3 million. Therefore, the total estimated project budget
was listed as $13.7 million. Staff has conducted a budget analysis of the FY 2015-16
Collection System Program budget and concluded that adequate funds are available for
this project.
COMMUNITY OUTREACH: The District held a public meeting on November 3, 2015,
at the City of Pleasant Hill City Hall. In addition, two (2) information/question sessions
were held at Strandwood Elementary School on January 14 and 27, 2016, to assist with
any questions or concerns by the residents along the alignment.
COMMITTEE RECOMMENDATION: This project was included in the Engineering and
Operations Committee agenda on February 9, 2016, and no recommendation was
provided.
RECOMMENDED BOARD ACTION: Staff recommends the following:
1. Award a construction contract in the amount of$10,401,854 for the construction
of the Pleasant Hill-Grayson Creek Trunk Sewer, District Project 8412, to
Mountain Cascade, Inc., the lowest responsible and responsive bidder, and
2. Authorize the General Manager to execute the Contract Documents subject to
SUBMITTAL requirements, and
3. Authorize the General Manager to execute a Professional Engineering Services
Agreement with West Yost Associates in the amount of$580,000 to provide
construction management and inspection services for the Pleasant Hill-Grayson
Creek Trunk Sewer, District Project 8412.
