O'Malley—Human Resources Manager Roger S.Bailey General Manager ISSUE: Board of Directors' approval is required for the deletion a addition of positions. BACKGROUND: Field Operations Superintendent Donald Rhoads and Vehicle and Equipment Service Worker Philip Notarmaso will be retiring in February 2016. In light of these retirements, the Collection System Operations Division has evaluated their staffing needs and it was determined that the deletion of these positions and the addition of others is needed in order to effectively staff the Division. The Field Operations Superintendent position is currently responsible for overseeing the Fleet Services work unit and, once vacated, the Department will be reassigning the duties allocated to that position amongst existing staff. Specifically, some of these higher level duties will be assigned to the Vehicle and Equipment Maintenance Supervisor, which in turn requires the addition of a Vehicle and Equipment Mechanic position to perform the day-to-day maintenance duties within Fleet Services. Additionally, a Utility Worker is needed to perform various semi-skilled maintenance and building and grounds maintenance duties throughout the Collection System Operations Division. ALTERNATIVES/CONSIDERATIONS: Do not delete or add the positions. However, if these actions are not approved, the Collection System Operations Division will not be effectively staffed. This action will result in no net increase in the number of authorized positions that were approved in the Fiscal Year 2015-16 Staffing Plan. COMMITTEE RECOMMENDATION: This matter was discussed during the February 8, 2016 Administration Committee Meeting and the Committee recommended Board approval. RECOMMENDED BOARD ACTION: Delete a Vehicle and Equipment Service Worker (G-48, $4,363 - $5,274) position and a Field Operations Superintendent (S-81, $9,604 - $11,616) position, and add a Utility Worker (G-55, $5,137 - $6,223) position and a Vehicle and Equipment Mechanic (G-65, $6,518 - $7,899) position.
