Board Meetinq of February 4, 2016 Written Announcements: PROJECT UPDATES a) Public Bidding for the North Orinda Sewer Renovations, Phase 6, District Project 8423 North Orinda Sewer Renovations, Phase 6, is part of the ongoing Collection System Renovation Program. The project will install approximately 7,800 linear feet of 6-, 8-, and 10-inch sewer lines within public rights-of-way and easements by using pipe-bursting and open-cut methods. This project is scheduled to be advertised on February 8 and 12, 2016. Bids will be opened on March 1, 2016. The construction cost is currently estimated at $2, 400,000. More information will be presented when the Board is asked to approve the construction contract on March 17, 2016. b) Public Bidding for the Lafayette Sewer Renovations, Phase 10, District Project 8426 Lafayette Sewer Renovations, Phase 10, is part of the ongoing Collection System Renovation Program. The project will renovate approximately 8,900 linear feet of 6-, 8-, 12-, and 15-inch sewer lines within public rights-of-way, easements, and near creeks by using pipe-burst, open-cut, and cured-in-place construction methods. This project will be advertised on February 8 and 12, 2016. Bids will be opened on February 25, 2016. The construction cost is currently estimated at $2,540,000. More information will be presented when the Board is asked to award the construction contract on March 17, 2016. PUBLIC OUTREACH c) Central San Citizens Academy Set to Launch in April 2016 In October 2015, the Board established the first ever Citizens Academy as a pilot project. Central San Academy, as it is colloquially known, is now slated to begin on April 5, 2016 and will be held on site in the Multi-Purpose Room for up to thirty participants, ages 18 and up. Classes will occur every Tuesday night for six consecutive weeks from 6:00-8:30 p.m. (except for the Facilities Tour in the fourth week, from 1:00-3:00 p.m.) and will conclude with a graduation ceremony on May 10. Board Members are invited to attend any or all sessions, particularly the inaugural session, where General Manager Roger S. Bailey will provide an introduction to wastewater and President Pilecki will discuss the role of the elected official in the governance of a public agency. It is staff's hope that the Academy will serve as an unprecedented, direct line of communication between Central Written Announcements February 4, 2016 Page 2 of 3 San and its customers, and that the participants will gain an appreciation for how their wastewater is treated, among many of the other services Central San provides to the community. PENSION CONTRIBUTION d) District Pays Additional Funds toward Unfunded Pension Liabilities beyond Required Contribution The Board of Directors has been monitoring the District's unfunded retirement liability, referred to as an unfunded actuarial accrued liability (UAAL). In accordance with the Fiscal Year (FY) 2015-16 Budget adopted by the Board in June 2015, the District made an additional payment of $2.5 million in December 2015 to its pension fund administrator, Contra Costa County Employees Retirement Association (CCCERA). The $2.5 million is in addition to the required contribution amount for this fiscal year. Previously, the District made two additional $5.0 million payments in FY 2013-14 and FY 2014-15 to help reduce the District's UAAL. HUMAN RESOURCES e) District Embarking on Classification Study The District has hired an outside consultant to conduct a classification study, as was recommended by the Staffing Needs Assessment prepared by Raftelis Financial Consultants, Inc. and approved by the Board in March 2015. The purpose of the study is to develop and implement a classification structure that is appropriate and organizationally effective. One of the main objectives of the study is to ensure positions performing similar work with essentially the same level of complexity, responsibility, and knowledge, skills and abilities are consolidated into like classifications. An anticipated outcome of the study is a reduction in the size of the District's classification structure so that it is more manageable from an administrative standpoint. The chosen consultant, Koff& Associates, will begin holding informational meetings with employees in early February to discuss the scope and methodology of the study and to review the role of employees in the process. The study is expected to be completed in Spring 2016. REGULATORY COMPLIANCE f) 2015 Title V Clean Air Act Annual Report The Treatment Plant has two air quality permits. The first is the annual Permit-to-Operate (PTO) issued and enforced by the Bay Area Air Quality Management District (BAAQMD). Written Announcements February 4, 2016 Page 3 of 3 The second air permit is the five-year Federal Title V Major Facility Air Permit (Title V Permit) issued and enforced by both BAAQMD and the United States Environmental Protection Agency (USEPA). The District is required to prepare a comprehensive report once a year which summarizes its compliance status for the both the Title V Permit and the PTO air permits. With one exception, the District was in compliance with all Title V and PTO Permit requirements during the calendar year 2015. On May 27, 2015, BAAQMD issued a Notice of Violation to the District for operating a portable diesel driven pump (S-198) longer than the permitted time. On June 1, 2015, the District submitted the 10-Day Corrective Action Report to BAAQMD stating the District took S-198 permanently out of service. No enforcement action has been taken, but the Notice of Violation is still under review by BAAQMD Legal Counsel. The Annual Title V Major Facility Report was submitted to BAAQMD on January 29, 2016. A copy of the Title V Major Facility Report is available upon request from the Secretary of the District. SOURCE CONTROL g) No Businesses in Significant Non-Compliance for 2015 Federal pretreatment regulations require the District to report businesses permitted as Significant Industrial Users (SIUs) under the Source Control Program if they are issued a Notice of Violation during the calendar year. The regulations also establish criteria for agencies such as the District to use to determine if the violations of a permitted SIU business are classified as Significant Non-Compliance (SNC). If a business is determined to be in SNC, the District is required to publish certain information about the violation in the newspaper at least annually. At the Board's request in 2005, Environmental Compliance staff initiated a program to work more closely with the regulated businesses to understand the actions they could take to minimize the events when they would meet the SNC criteria. This program has been successful and the number of businesses reported in SNC has significantly reduced. This year the program assisted four permitted SIU businesses to return to compliance from potential SNC violations. Fortunately, no businesses were determined to meet the SNC criteria during calendar year 2015 so there is no need to publish any notices this year.
