MCGILL FOR HIS SERVICE AS PRESIDENT OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT BOARD OF DIRECTORS WHEREAS, Michael R. McGill was appointed to serve as President of the Board of Directors of the Central Contra Costa Sanitary District for 2015; and WHEREAS, under the able leadership of President McGill, the District accomplished significant goals and objectives, promoting the mission, vision, and values of the District as a high-performance organization that provides exceptional customer service and full regulatory compliance at responsible rates; and WHEREAS, President McGill also served as a member of the Board's Administration Committee, providing oversight and review of the District's hiring practices, strategic plan, policy development, and risk management issues; and as a member of the Board's Real Estate, Environmental and Planning Committee, guiding Household Hazardous Waste and recycled water; and WHEREAS, under his leadership, the District was granted a Land Use Permit allowing AgLantis to develop the Co Co San Sustainable Farm on the District's buffer property which will use recycled water to grow produce that will be provided to local schools and food banks; and WHEREAS, during his term as president, the District began the process of developing a Comprehensive Wastewater Master Plan that will guide the District along a successful path for years to come, conducted customer focus groups to provide critical stakeholder input, and increased interagency cooperation, community presence, and meetings with elected officials; and WHEREAS, the Central Contra Costa Sanitary District Citizens Academy was established during President McGill's tenure for interested District customers who wish to better understand the complexities of providing wastewater service to the community and the functions of the District as a local government agency; the Academy is designed to increase awareness of the important core services the District provides to the public and to gain feedback from its participants; and WHEREAS, under his direction, the District rapidly expanded the Residential Recycled Water Fill Station, added a new commercial fill station and an employee fill station to accommodate a 2,500 percent increase in recycled water demand; and WHEREAS, under his leadership, the District's Treatment Plant met all the requirements of the National Pollutant Discharge Elimination System (NPDES) permit and received the Platinum 17 -Peak Performance Award from the National Association of Clean Water Agencies; and WHEREAS, for the seventh time, the District received the Achievement of Excellence in Procurement Award from the National Procurement Institute; and WHEREAS, during his term in office, the District finalized the Cost of Service Study to serve as the basis for responsible rates, and implemented a new Organization and Staffing Plan to ensure proper staffing levels which will ensure the District maintains a high level of customer service; and WHEREAS, while Michael McGill served as Board President, the District received, for the second time, the Transparency Certificate of Excellence from the Special District Leadership Foundation in recognition of its outstanding efforts to promote transparency and good governance; and also began video recording its Board meetings, making the recordings available on the District's website, and converted to action minutes to expedite the availability of Board minutes; and WHEREAS, under President McGill's leadership, the District was awarded the Dr. Teng- Chung Wu "WuHoo" Pollution Prevention Award recognizing the District's leadership in discouraging flushing of disposable wipes; and WHEREAS, during his presidency, the Board focused on good governance by conducting a Board self-evaluation, clarified closed session protocols, and implemented Board/staff communication best practices; and WHEREAS, in 2015 the District contributed an additional $2.5 million towards its unfunded actuarial accrued pension liabilities beyond its required contribution, established a formal reserve policy, and continued its exemplary financial performance, receiving the Certificate for Excellence in Financial Reporting for the Comprehensive Annual Financial Report from the Government Finance Officers Association of the United States and Canada for the 15th consecutive year. NOW, THEREFORE, IT BE RESOLVED that President Michael R. McGill is hereby commended for his distinguished service and leadership in the Central Contra Costa Sanitary District during his year in office, resulting in the continued success of this high- performance, innovative, and fiscally responsible organization that protects the public health and the environment every day.
