Draft Board Policy 019 - Recycled WaterNumber: BP 019 Authority: Board of Directors Effective: January 7, 2016 Revised: Reviewed: Initiating Dept./Div.: Engineering & Technical Services Department BOARD POLICY RECYCLED WATER PURPOSE Central Contra Costa3, Sanitary District A10L To promote, produce, sell, and/or deliver recycled water to retail and wholesale customers both within and outside the District in a manner consistent with laws, regulations and prudent public policy. II. To work with the State of California, the County of Contra Costa and individual local cities and water agencies to develop ordinances and guidelines to encourage the use of recycled water. III. To develop regulations and standards to ensure the safe and beneficial use of recycled water within the District. IV. To conduct ongoing public information and customer service programs to ensure that the public and individual customers have an appropriate understanding of recycled water including the benefits of using recycled water. V. To honor the terms of all contracts entered into regarding treatment, delivery and/or distribution of recycled water. POLICY RECYCLED WATER SERVICE PRIORITIES A. Supply water to District treatment plant operations. B. Continue delivery of recycled water to retail customers in Zone 1 recycled water service area. C. Continue delivery of recycled water to residential customers at the HHW facility fill station. Number: BP 019 RECYCLED WATER POLICY Page 2 of 3 D. Continue delivery of recycled water to commercial truck fill program using hydrants. E. Deliver recycled water to wholesale customers inside or outside the District service area pursuant to existing or new agreements, including and in coordination with local water agencies within our sewer service area. F. In the event the need arises to further prioritize deliveries within any of the above priorities, or in the event of conflicts between the above priorities, the service priority shall be determined at the sole discretion of the Board of Directors of the District using the guidelines herein. II. RECYCLED WATER SERVICE TO RETAIL CUSTOMERS WITHIN ZONE 1 A. Recycled water service shall be provided to all existing and new customers within Zone 1 when service is requested subject to: 1. When in conformance with all laws and regulations governing the use of recycled water; 2. On a case-by-case determination of the economic, environmental, and institutional feasibility of doing so; the feasibility will be determined at the sole discretion of the District using such tests as are appropriate unless there is a finding by the District that it is in the best interest of the District to proceed with a project on other grounds; and 3. Availability of recycled water. III. RECYCLED WATER SERVICE TO RESIDENTIAL CUSTOMERS AT THE HOUSEHOLD HAZARDOUS WASTE COLLECTION FACILITY FILL STATION A. Recycled water service shall be provided to all DISTRICT RESIDENTIAL customers/residents when service is requested subject to: 1. When in conformance with all laws and regulations governing the use of recycled water; 2. On a case-by-case determination of the economic, environmental, and institutional feasibility of doing so; the feasibility will be determined at the sole discretion of the District using such tests as are appropriate unless there is a finding by the District that it is in the best interest of the District to proceed with a project on other grounds; and 3. Availability of recycled water. Number: BP 019 RECYCLED WATER POLICY Page 3 of 3 IV. RECYCLED WATER SERVICE TO COMMERCIAL TRUCK FILL PROGRAM CUSTOMERS A. Recycled water service shall be provided to all District's Recycled Water Truck Fill Program customers when service is requested subject to: 1. When in conformance with all laws and regulations governing the use of recycled water; 2. On a case-by-case determination of the economic, environmental, and institutional feasibility of doing so; the feasibility will be determined at the sole discretion of the District using such tests as are appropriate unless there is a finding by the District that it is in the best interest of the District to proceed with a project on other grounds; and 3. Availability of recycled water. V. WHOLESALE RECYCLED WATER SERVICE A. To provide recycled water to wholesale customers in coordination with local water agencies within or outside our service area when service is requested by the wholesale entity subject to: Case-by-case determination by District Board of Directors of the economic, environmental, and institutional feasibility of doing so; the economic feasibility will be determined at the sole discretion of the Board of Directors using such tests as are appropriate unless there is a finding by the Board of Directors that it is in the best interest of the District to proceed with a project on other grounds; 2. Availability of adequate recycled water for District internal treatment plant use and retail customers within Zone 1, and any signed agreements for firm wholesale delivery provided higher priority needs have been satisfied; and 3. No adverse financial impact to customers within the District service area. B. That agreements between the District and wholesale customers be long- term due to the significant capital investment associated with the development of such projects.
