Bailey General Manager ISSUE: The Board of Directors' authorization is required for the General Manager to execute a technical consulting services agreement in an amount greater than $100,000. BACKGROUND: The Capital Projects Division needs to determine the location of approximately 60,000 feet of sanitary sewer mains, 90,000 feet of other utilities, and 15 side sewers each year as part of the design of collection system sewer renovation projects. The purpose of locating the underground utilities is to verify and record information. The results are used to evaluate alternatives during design and to minimize change orders during construction. Staff has found that contracting the underground utility locating services on a periodic basis, in this case for a one -year period, results in a lower overall cost and a significant reduction in paperwork associated with negotiating and issuing separate contracts. The purpose of the Request for Proposal (RFP) is to establish unit costs for each portion of the work for certain potential projects, while keeping costs low overall for the District. District staff prepared and posted the RFP on PlanetBids and on the District's website for underground utility locating services. On November 13, 2015, four (4) proposals were received and evaluated. Prices ranged from $144,170 to $938,000 /year. Staff has selected West Coast Locators, Inc. as the best fit for the underground utility locating services blanket contract based on their experience, past performance, and yearly costs. The initial agreement amount will be $144,170. District staff may exercise options for additional one -year periods (up to two) at the unit prices, provided that the initial work is successful and the prices remain favorable to the District. TO PROVIDE AS- NEEDED UTILITY LOCATING SERVICES FOR CAPITAL IMPROVEMENT PROJECTS ALTERNATIVES /CONSIDERATIONS: The Board can elect not to authorize the General Manager to execute the agreement, which is not recommended since the work is needed to implement several projects within the Capital Improvement Budget (CIB). FINANCIAL IMPACTS: The total estimated cost for the agreement may reach up to $432,000. These costs have been budgeted, and will be paid for by the projects identified in the CIB. COMMITTEE RECOMMENDATION: The Engineering and Operations Committee reviewed this agreement at the meeting on December 9, 2015, and recommended RECOMMENDED BOARD ACTION: Authorize the General Manager to execute a technical consulting services agreement with West Coast Locators, Inc. in an amount not to exceed $432,000 to provide as- needed locating services for Capital Improvement Projects.
