Bailey General Manager ISSUE: Board authorization is required to allocate funds from program contingency accounts to projects not included in the Capital Improvements Budget for amounts over $100,000. Board authorization is also required to allocate supplemental funds from the Sewer Construction Fund to the Recycled Water Program Contingency Account. BACKGROUND: The automated commercial recycled water truck fill station will help the District achieve the following: Strategic Goal Four, Strategy 2: "Continue to develop Zone 1 Recycled Water Program and several Key Performance Indicators including "Volume of recycled water delivered to recycled water customers per year. "" Mission Goal: "Embracing a policy of sustainability for the responsible use of existing resources." The Recycled Water Hydrant Truck Filling Program is one of the programs employed by the District to deliver recycled water in Zone 1. These hydrants are used by licensed contractors for construction - related activities. The availability of hydrant meters limits contractors' access to the District's recycled water hydrants. Since the drought declaration, the demand for using the hydrants has outpaced the supply of District meters. This demand is attributed to a combination of water districts not distributing potable water meters for construction - related water use and an increase in construction activity. Staff has handled the increased demand a number of different ways: • Customers with little to no usage have been asked to return their hydrant meter; • Customers with large demand are prioritized over smaller demands; • City of Martinez has donated four meters for use in the truck fill program; and, most recently, • Staff has been meeting customers with small demand at the recently - installed Kiewit hydrant to provide recycled water. Page 1 of 3 POSITION PAPER Board Meeting Date: November 19, 2015 Subject* APPROVE A CONTINGENCY PROJECT FOR INSTALLATION OF AN AUTOMATED COMMERCIAL RECYCLED WATER TRUCK FILL STATION AT THE KIEWIT PROPERTY This project proposes to install a packaged automated commercial recycled water truck fill station. The project work area is within the Kiewit property, see Attachment 1. The automated fill station will be connected to the recycled water hydrant as shown in Attachment 2. The fill station comes complete with mechanical and instrumentation / control components. An automated station offers the advantage of not requiring a separate meter for each user, and will minimize staff time and avoid the purchase of additional meters. The completion of the project is expected by April 2016. During this drought, two meters have been stolen and there have been at least two known instances of water theft. Each water meter costs approximately $1,500. An automated station offers staff the ability to monitor and better track the recycled water delivered to users. For example, when a new user is registered, the system will be programmed with the user's unique pin code and the quantity of recycled water to be dispensed. Staff will download data monthly to update recycled water usage records for trending and permit purposes. Other recycled hydrants are located relatively close to the proposed fill station. In the event there is an insufficient supply of meters, it will not be an undue burden for users to be directed to the automated fill station. An automated fill station could be considered a pilot that, if successful, might be implemented at future locations. Attachment 3 is a sample of a potential fill station that can be used for this project. CEQA: Staff has concluded that this project is exempt from the California Environmental Quality Act (CEQA) under District CEQA Guidelines Section 15301(b) since it involves a minor alteration to an existing, publicly -owned recycled water fill station. Approval of this project will establish the Board of Directors' independent finding that this project is exempt from CEQA. FINANCIAL IMPACTS: The construction estimate for the installation of the fill station is $90,000. An additional $25,000 is anticipated for staff time in design, bidding, permitting, inspection, contingency, and construction support. The total cost for the project is anticipated to be $115,000. To date, there is $30,000 in the Recycled Water Program Contingency Account; an additional $85,000 from the Sewer Construction Fund will need to be allocated to this contingency account in order to complete the project. ALTERNATIVES /CONSIDERATIONS: The General Manager has the authority to award construction contracts up to $100,000 upon approval of this contingency project. An alternative would be not to authorize the contingency project and construction of the fill station.
