Bailey General Manager ISSUE: On November 10, 2015, < Insert number> sealed bids were received and opened for the construction of the Plant Control System UPS Replacement, District Project 6171. The Board of Directors must award the contract or reject bids within 50 days of the bid opening. Authorize the General Manager to execute the Contract Documents subject to SUBMITTAL requirements. BACKGROUND: The Capital Improvement Budget (CIB) Priority Ranking for this project is critical and the work aligns with the District's Strategic Plan, specifically Goal No. 6, which is "Maintain a Reliable Wastewater Infrastructure." This project will install a new uninterruptible power supply (UPS) for the treatment plant controls system. The system is critical for supplying stable power to sensitive control equipment and will replace the existing UPS that is over twenty years old and reaching the end of its useful life. Replacement is being recommended since the existing UPS requires an expensive overhaul and a new UPS is favorable when compared to the cost for replacement batteries. The new equipment includes two 30 -kW / 50 -kW frame UPS modules with rectifiers, inverters, battery chargers, static bypass, and control panels. The project scope involves the procurement of the equipment and electrical infrastructure work. The project work area is in the Pump and Blower Building as shown in Attachment 1. District staff prepared the plans and specifications for the project. MWH performed a technical review of the project. The Engineer's estimate for construction is $350,000. This project was advertised on October 21 and 28, 2015. < Insert number> sealed bids ranging from $0 to $0 were received and publicly opened on November 10, 2015. The Engineering Department conducted a technical and commercial review of the bids and determined that < Insert Name> is the lowest responsive bidder with a bid amount of $350,000. Inspection will be performed by District staff with specialty assistance from one of the District's as- needed inspection companies. CEQA: Staff has concluded that this project is exempt from CEQA under District CEQA Guidelines Section 15302, because it involves alteration of an existing sewer facility at substantially the same locations and with the same purpose and level of activity as the facilities being replaced. Any capacity increases are for non - growth inducing, wet weather purposes. Approval of this project will establish the Board of Directors' independent finding that this project is exempt from CEQA. ALTERNATIVES /CONSIDERATIONS: Reject all bids, which is not recommended. FINANCIAL IMPACTS: The funds required to complete this project, as shown in Attachment 3, are $465,000. The total project cost of the Plant Control System UPS Replacement is anticipated to be $495,000, which includes design, bid price, construction, contingency, and construction management. This project is being funded under the Equipment Replacement Project included in the Fiscal Year 2015 -16 CIB on page TP -32 with a total estimated project budget of $2.4 million. Staff has conducted a budget analysis of the Treatment Plant Program budget and concluded that adequate funds are available for this project. COMMITTEE RECOMMENDATION: The Engineering and Operations Committee reviewed this subject at the meeting on November 10, 2015, and recommended... RECOMMENDED BOARD ACTION: Staff recommends the following: 1. Find that the project is exempt from CEQA, 2. Award a construction contract in the amount of $350,000 for the construction of the Plant Control System UPS Replacement, District Project 6171, to <Insert Contractor> the lowest responsible and responsive bidder, and 3.
