Real Estate, Environmental & Planning Committee October 6, 2015 Meeting WRITTEN ANNOUNCEMENTS Notice of Changes to the Residential Fill Station This summer we saw a consistently high volume of cars at the fill station with as many as 500 daily trips and nearly 10 million gallons of recycled water picked up by eligible residents. Recently, a drop in usage has been observed. We now see approximately 350 daily trips, without the long lines of vehicles we saw over the summer months, and for good parts of each day, fill stations are empty. With the start of fall, we are presented with an opportunity to modify operations to better match current usage patterns and achieve cost savings. Beginning Monday, October 12, 2015, fill station hours will be Monday- Friday, 9am -5pm, Saturday 9am -4pm, and closed Sundays. With these changes in hours, the fill station will more closely match HHW hours and only a single shift of temporary workers will be required to operate the fill station. If and when the rains arrive, the fill station will close. If long periods (more than three weeks) of dry weather are expected, the fill station will reopen, but only during the hours that the HHW Facility is in operation. Traffic will be routed through the HHW Facility and staffed by HHW, or if needed, temporary staff will be obtained. Currently, costs for the temporary labor are running $12,700 per week. With the implementation of the new hours, costs for the temporary labor will run about $5,500 per week. There will also be additional savings with reduced overtime of District HHW staff. Staff spoke with Dublin -San Ramon Services District ( DSRSD) about how they plan to reduce operating hours of their fill station for end of season. Their plan is to adjust hours depending on demand and with the season. With shorter days, DSRSD's goal is to close with enough daylight remaining for customers to return to their residence and apply the water before sunset. During winter, DSRSD will close their stations on rainy days and operating hours may range from weekends only to four days a week. Staff will continue to monitor operations and recommend changes to meet usage levels, gain efficiencies, and control costs.
