$8,682) AND ADD AND AUTHORIZE THE FILLING OF A SENIOR RIGHT -
OF -WAY AGENT POSITION (G -72, $7,713- $9,337).

ISSUE: Board of Directors' approval is required for the deletion and addition of
positions.
RECOMMENDATION: Delete a vacant Right -of -Way Agent position (G -69, $7,181-
$8,682) and add and authorize the filling of a Senior Right -of -Way Agent position (G -72,
$7,713 - $9,337).
FINANCIAL IMPACTS: This action will result in an annual cost of $7,860 at the
maximum steps of the salary ranges. This cost includes all benefits associated with a
regular, full -time position.
ALTERNATIVES /CONSIDERATIONS: Do not delete, add, and authorize the filing of
the positions. If this action is not approved, the recommendations set forth in the
Raftelis Staffing Plan will not be implemented accurately.
BACKGROUND: In June of 2014, the District contracted with Raftelis Financial
Consultants to perform a Cost of Service Study as well as an Organizational and
Staffing Needs Assessment. The recommendations set forth in the Assessment were
adopted by the Board of Directors in March of 2015 as the Fiscal Year 2015 -16 District
Staffing Plan.
One of the recommendations set forth within the Assessment was to delete one of the
three positions (two Senior Right -of -Way Agents and one Right -of -Way Agent) in the
Right -of -Way work unit within the Planning and Development Services Division. This
action would have resulted in two Senior Right -of -Way Agent positions which would
then split the work evenly. However, at the time that the Assessment was adopted by
the Board, there was only one vacancy, and it was at the Senior level, as the Right -of-
Way Agent was filled; so the Senior position was deleted. The incumbent of the Right -
of -Way Agent recently resigned and, since the position is now vacant, staff is

recommending that the Right -of -Way agent position be deleted and a Senior Right -of-
Way Agent position be added so that there are two identical positions as recommended
within the Assessment.
COMMITTEE RECOMMENDATION: At its August 10, 2015 meeting, the
Administration Committee recommended approval of this action to the Board.
RECOMMENDED BOARD ACTION: Delete a vacant Right -of -Way Agent position (G-
69, $7,181 - $8,682) and add and authorize the filling of a Senior Right -of -Way Agent
position (G -72, $7,713 - $9,337).
