HomeMy WebLinkAbout06.a.2) General Manager Written AnnouncementsBoard Meeting of August 6, 2015 Written Announcements: PROJECT UPDATE a) Public Bidding for Caustic Soda Infection System, District Project 7297 Effective March 21, 2016, the Clean Air Act Section 129 regulations will establish new operating and emission standards for the District's multiple hearth furnaces. Recent emission and pilot testing has shown that caustic injection into the existing wet scrubber system is needed to improve air pollution control equipment performance and assure compliance with the new Section 129 regulatory limits. This project will construct a new caustic injection system which includes installing new chemical pumps, storage tanks, piping, electrical and controls inside the Solids Conditioning Building. This project will be advertised on August 21 and 27, 2015. The bids will be opened on September 4. The construction cost is currently estimated at $500,000. The Board may be asked to approve the construction contract on October 1, 2015. OUT -OF -STATE CONFERENCE b) Staff to Attend Water Environment Federation Technical Exhibition and Conference in Chicago, Illinois — September 26 -30, 2015 The 88th Annual Water Environmental Federation Technical Exhibition and Conference (WEFTEC) will take place in Chicago, Illinois, from Saturday, September 26 through Wednesday, September 30, 2015. The following District employees will be attending: Ann Sasaki, Deputy General Manager Neil Meyer, Plant Maintenance Division Manager Edgar Lopez, Capital Projects Division Manager Jean -Marc Petit, Director of Engineering & Technical Services Senior Engineer in Planning & Applied Research WEFTEC is the premier water quality conference which provides state -of- the -art information at a reasonable price. Attendees will have the opportunity to participate in workshops, technical sessions, facility tours, and view exhibitions. Staff attendance at this conference was included in the Fiscal Year 2015 -16 Technical Training, Conference and Meetings Budget. Written Announcements August 6, 2015 Page 2 of 2 TREATMENT PLANT c) Laboratory Chiller Failure On Tuesday afternoon July 28, 2015, the Laboratory chiller (commercial cooling unit) failed due to significant mechanical issues. At least one of two compressors is completely inoperable and requires replacement. Staff immediately responded and proceeded to have a temporary rental system installed to provide adequate cooling to the building. By the morning of Thursday, July 30, a temporary system was in service. This commercial cooling unit is a critical component of the District's Laboratory operation in order to maintain negative pressure and proper and continuous airflow, as well as to maintain temperate temperatures inside the facility to conduct sensitive laboratory testing. This is required for the operation of the Treatment Plant and to monitor compliance with our National Pollutant Discharge Elimination System (NPDES) Permit. Staff, along with a third party company, is recommending chiller replacement. The existing chiller is a 150 -ton unit and is fourteen years old. The chiller has required increased maintenance and repairs for the past six years. Staff is currently evaluating replacement options and the Board will be informed as the replacement progresses. RECYCLED WATER d) Update on Residential Recycled Water Fill Station The District's Residential Recycled Water Fill Station continues to see impressive participation. Some recent highlights include: • More than 4 million gallons of recycled water have been distributed since Program inception. • The Program now includes more than 1,500 registered users. • More than 2 million gallons were distributed in the month of July alone. • Weekend hours will be expanded, beginning August 2, 2015. The Program's new hours are Monday through Friday 8 AM to 6 PM and Saturdays and Sundays 8AMto4PM. Attached are usage graphs, showing various statistics on the Program.
