ISSUE: Section 6490 of the Health and Safety Code of the State of California provides
that District ordinances shall be published once in a newspaper of general circulation
within the District, and provides that an Order of the Board of Directors of the District to
the effect that the ordinance has been published shall constitute conclusive evidence
that publication has been properly made.
RECOMMENDATION: Confirm the publication of the summaries of the following
uncodified District Ordinances:
• No. 285, adopting a schedule of Sewer Service Charge rates.
• No. 286, adopting a schedule of Recycled Water Charges.
• No. 287, adopting an updated schedule of Environmental and Development
Rates and Charges.
• No. 288, adopting an updated schedule of Capacity Fees, Rates and Charges.
FINANCIAL IMPACTS: None.
ALTERNATIVES /CONSIDERATIONS: Establishes presumption that the ordinance
was correctly published and therefore would be deemed procedurally valid by a court.
BACKGROUND: Summaries of District Ordinance Nos. 285, 286, 287 and 288, which
were adopted by the Board at its meeting on June 4, 2015, were published in the
Contra Costa Times and the San Ramon Valley Times on June 22, 2015. Proofs of
publication are attached.
RECOMMENDED BOARD ACTION: Confirm the publication of summaries of
uncodified District Ordinance Nos. 285, 286, 287, and 288.

AN UNCODWIED ORDINANCE OF THE
CENTRAL CONTRA COSTA SANITARY DISTRICT
ADOFrINO A SCHEDULE OF
SEINER SERVICE CHARGE RATES
Pursuant to Central Contra Costa Sanitary Dis-
trict Code Section 1124.030. Ordinance No. 285
(uncodified) increases the annual single family
Sewer Service Charge rate by $32 per residen-
tial unit each year for the next two fiscal years.
This will raise the single family residential an-
nual charge to $471 for Fiscal Year (FY) 2015 -16
and to 5503 for FY 2016 -17. Similarly, the multi-
family residential charge for apartments,
corxiominiums, duplexes, second living units,
or mobile homes will increase $24 each year
for the next two fiscal years. This will raise
the multi -family rate to $463 per unit for FY
2015 -16 and $487 for FY 2016.17. Non- residen-
tial sewer service charge rates will be as de-
termined by the Wastewater Cost of Service
Study dated Mayy 21. 2015 prepared by Raftelis
Finanaal ConsWtants, Inc.

RECYLED WATER CHARGES
Pursuant to Central Contra Costa Sanitary Dis-
trict Code Chapter 6.38. Ordinance No. 286
(uncodified) adopts a "Schedule of Recycled
Water Charges" including an increase of the
Potable Water Customers (Class 1) rate from
43.28 to 5338 per 1.000 gallons effective July 1.
2015 and an increase to 53A8 per 1,000 gallons
effective July 1, 2016. The ordinance includes
an increase of the Canal (Raw) Water Custom-
ers (Class II) rate from $1.56 to Slkl per 1,000
gallons effective July 1, 2015 and an increase to
31.66 per 1,000 gallons effective July 1, 20111

trict Code Chapter 6.12. Ordinance No. 288
(uneodified) adopts an updated "Schedule of
Capacity Fees Rates and Charges" including
an increase of the Gravity

Equivalent These changes result in a Gravity
Zone Fee (Zone 1) of 55.995 per Residential

new fees MR become effective Atly 1.2015.
