BAILEY, GENERAL MANAGER JEAN -MARC PETIT, DIRECTOR OF ENGINEER MG & TECHNICAL SVCS,- FROM: DANEA GEMMELL, PLANNING & DEVELOPMENT SERVICES MANAGER�A-/JhP SUBJECT: COUNTY SANITATION DISTRICT NO. 6 (SD -6) UPDATE SD -6 was formed in 1992 to provide wastewater service to the Stonehurst subdivision located off Alhambra Valley Road. It consists of 47 residential lots and a number of open space and common area parcels on approximately 240 acres of land. Homes have been constructed on 46 of the residential lots. SD -6 is an independent district and, until recently, had been managed by Contra Costa County Public works. SD -6's Waste Discharge Order specifies that the community shall be connected to the sanitary sewer when sewer service becomes available. Local Agency Formation Commission (LAFCO), in their 2015 Municipal Service Review of water and wastewater agencies, stated that maintaining the existing SD -6 wastewater system "is not a viable, long term option" and that annexation to the Central Contra Costa Sanitary District should be "aggressively pursued ". In September 2012, the homes served by SD -6 were annexed to the City of Martinez. As a result of the annexation, state law prescribes that some or all of the SD -6 Board of Directors be from the City of Martinez. Staff were informed that the Martinez City Council is now the governing body of SD -6. On June 22, 2015, District staff met with City of Martinez regarding SD -6. Rob Braulik, City Manager, stated that the City prefers not to be responsible for the operation of SD -6 and asked what is required to annex SD -6 into the District. In February 2015, staff reported to the committee that Contra Costa County had retained Harris & Associates to prepare a report that identified engineering alternatives to allow annexation to the District. Staff is working to refine the alternatives and costs and recently joined Martinez staff on a site visit of the SD -6 Treatment Facility. Staff is looking for direction from the Committee on how to assist the City of Martinez.
