1. Call Meeting to Order
Chair Pilecki called the meeting to order at 10:03 a.m.
2. Public Comments
None.
3. Review of Committee Charter
In response to a question from Chair Pilecki, Secretary of the District Elaine Boehme
explained that outreach is currently under the scope of the Administration Committee.
Member McGill said he would prefer that the scope be modified so that outreach as it
relates to planning or recycled water or other matters within the Committee scope can
be within the discretion of the Real Estate, Environmental, and Planning Committee.
Chair Pilecki agreed.

4. Receive report on wholesale cost for the Recycled Water Program
Planning and Development Services Division Manager Danea Gemmell reviewed the
memo from Sudhir Pardiwala of Raftelis Financial Consultants, Inc. that was included
in the agenda material. The proposed wholesale cost was derived from the
Operations and Maintenance (O &M) expenses, and also captures a portion of capital
costs associated with the filter plant.
In response to a question from Member McGill, Ms. Gemmell stated that the water
that would be wholesaled would be at a Title 22 irrigation level.
General Manager Roger Bailey stated that capital costs will have to be reviewed
before a final wholesale cost can be determined.
COMMITTEE ACTION: Received the report.
5. Discuss Hands on Science Series request by AgLantis
Ms. Gemmell explained that Carolyn Phinney reached out to staff to seek the
District's involvement with the Hands on Science Series, as described in the agenda
material. Chair Pilecki suggested that staff incorporate plant tours to educate
students on recycled water, and they could also tour the laboratory to learn about
water testing.
COMMITTEE ACTION: Discussed and provided input to staff.
6. Receive update on the District's Recycled Water Program:
a. Concord Landscape Project Update
Provisional Senior Engineer Nathan Hodges explained that documents are in
the process of being signed, and insurance issues are being addressed with
the contractor. The project is still targeted for completion by the end of June.
*b. Residential Fill Station(s) Update
Provisional Associate Engineer Melody LaBella distributed a handout showing
the Recycled Water Fill Station Usage (attached). As of June 4, there were
over 500 registered users, and 1,000,000 gallons taken. The Fill Station is
averaging 27, 000 gallons and 155 visitors per day. Mr. Hodges stated that
staff is currently working on adding more stations, which should be available
for use next week.

C. Commercial /Construction Hydrants Update
Mr. Hodges stated that the commercial hydrant on the Kiewit property should
be completed by the end of the month. He also stated that the commercial
meter program is being monitored, and staff is requesting that unused meters
are returned. Chair Pilecki requested a standing item be added to future
agendas to receive updates on water usage for both the residential and
commercial fill programs.

a. Receive report on District's Recycled Water Wholesaling Study - No staff

b. Receive report on Comprehensive Wastewater Master Plan (CWMP) - No

8. Announcements
a. Future scheduled meetings:

b. Member McGill announced that he met with Julie Pierce of Association of Bay
Area Governments (ABAG) on June 4, 2015 regarding Plan Bay Area, which is
in the process of rolling out a revision to the Plan. He said the Northern
Waterfront is a major player, and he mentioned this because of recycled water
availability and the sustainable community strategy.
C. Member McGill also announced that when meeting with Ms. Pierce and Bill
Gray, they mentioned a special workforce to look at Measure J, which declares
no urban services outside of urban boundaries. Member McGill reminded
them that special districts do not follow city or county boundaries, and that the
California Special District Association (CSDA) should be included regarding
this issue.
