ISSUE: On June 5, 2015, seven sealed bids were received and opened for the
construction of the Treatment Plant Piping Renovations, Phase 8, District Project 7310.
The Board of Directors must award the contract or reject bids within 50 days of the bid
opening. Authorize the General Manager to execute the Contract Documents subject to
SUBMITTAL requirements.
RECOMMENDATION: Find that the project is exempt from the California
Environmental Quality Act (CEQA), award a construction contract, and authorize the
General Manager to execute the Contract Documents subject to favorable review of
insurance certificates, bond submittals, appropriate Contractor license, and any other
required submittals (SUBMITTALS).
FINANCIAL IMPACTS: Approximately $1,570,000, including planning, design, bid
price, contingency, and construction management. This project is included in the fiscal
year (FY) 2015 -16 Capital Improvement Budget (CIB) with a total estimated project
budget of $1,750,000.
ALTERNATIVES /CONSIDERATIONS: Reject all bids, which is not recommended.
BACKGROUND: Many of the piping and mechanical systems at the treatment plant
have been in place for over 35 years, and are deteriorating. These systems convey and
process wastewater, sludge, steam, air, and other utility services between the various
sections of the plant. Failures of such systems reduce the reliability and can adversely
impact the treatment process.
The Treatment Plant Piping Renovations Phase 8 Project will renovate and /or replace
various piping, instrumentation and equipment in the treatment plant that have been
identified by engineering, operations and maintenance staff. The scope includes

various piping systems, valves, valve actuators, secondary scum pumps, boiler steam
flow and level transmitters, and a sodium hyphochlorite tank.
District staff prepared the plans and specifications for the project. The Engineer's
estimate for construction was $1,100,000. This project was advertised on May 7 and
May 14, 2015. Seven sealed bids ranging from $867,500 to $1,108,700 were received
and publicly opened on June 5, 2015. The Engineering Department conducted a
technical and commercial review of the bids and determined that W.M. Lyles Co. is the
lowest responsive and responsible bidder with a bid amount of $867,500. A summary
of bids received is shown in Attachment 2.
The addition of foam control spray piping replacement at the aeration tanks and
demolition of an abandoned fire suppression system are included as optional additive
bid items. The total additive bid price from the lowest responsive bidder is $67,500 and
staff recommends that it be included in the Project. The total bid including the additive
bid items is $935,000 and is included in the total project cost shown in Attachment 3.
The District will administer the construction contract and will provide contract
administration, survey, resident engineering, and submittal review. Construction
inspection will be provided under the District agreement with Harvest Technical
Services. The funds required to complete this project, as shown in Attachment 3, are
$1,270,000. The total cost of the Treatment Plant Piping Renovations Phase 8 is
anticipated to be $1,570,000.
This project is included in the FY 2015 -16 CIB on page TP -28. Staff has conducted a
budget analysis of the Treatment Plant Program budget and concluded that adequate
funds are available, as shown below:

Staff has concluded that this project is exempt from CEQA under District CEQA
Guidelines Section 15302, because it involves replacement of existing public facilities at
substantially the same locations and with the same purpose and level of activity as the

facilities being replaced. Any capacity increases are for non - growth inducing, wet
weather purposes. This project also is exempt under District CEQA Guidelines
Section 15061(b)(3), since it can be seen with certainty that there is no possibility that
the activity in question may have a significant effect on the environment. This certainty
is based on the District's past experience with numerous construction projects of this
nature, the relatively short distances involved, and the District's mitigating construction
specifications. These specifications are standardized general and special conditions
that are made part of the project bid documents to address environmental
considerations, such as protecting trees and riparian areas, as well as compliance with
applicable federal, state, county, district, municipal and local laws, ordinances, orders,
and regulations. Approval of this project will establish the Board of Directors'
independent finding that this project is exempt from CEQA.
COMMITTEE RECOMMENDATION: The Engineering and Operations Committee
reviewed this project at its meeting on June 9, 2015, and recommended award of the
construction contract.
RECOMMENDED BOARD ACTION: Staff recommends the following:
Find that the project is exempt from CEQA,
2. Award a construction contract in the amount of $935,000 for the construction of
the Treatment Plant Piping Renovations Phase 8, District Project 7310, to
W.M. Lyles Co., the lowest responsive and responsible bidder, and
3. Authorize the General Manager to execute the Contract Documents subject to
SUBMITTAL requirements.
