Call Meeting to Order Chair Pilecki called the meeting to order at 2:38 p.m. 2. Public Comments None. 3. Receive update on the consultant selection for the District's Recycled Water Wholesaling Study, and receive presentation from consultant Dave Richardson, P.E. of RMC Water and Environment on RMC's approach Director of Engineering and Technical Services Jean -Marc Petit stated that the request for proposal (RFP) was issued in April 2015, and all three teams that Real Estate, Environmental & Planning Committee Action Summary May 27, 2015 Page 2 submitted proposals were interviewed. RMC Water and Environment was selected, and Mr. Petit introduced Dave Richardson to give the presentation. Mr. Richardson reviewed the material contained in the agenda packet and explained that the object of the Wholesaling Study is to understand the full range of recycled water options. The Study will coincide with the Comprehensive Wastewater Master Plan (CWMP). Member McGill requested a standing agenda item to receive monthly progress reports from staff. COMMITTEE ACTION: Received the update and presentation. *4. Review draft Position Paper to award a contract to the Carollo Engineers, Inc. /CH2M Hill team for the Comprehensive Wastewater Master Plan (CWMP) Mr. Petit explained that the CWMP will provide a roadmap for the Capital Improvement Plan (CIP) for the next twenty years. The CWMP includes Collection System, Treatment Plant, Asset Management, and Recycled Water. During the request for qualifications (RFQ) and RFP process, four teams submitted proposals and were interviewed. The consultant team of Carollo Engineers, Inc. /CH2M Hill was selected for the contract. The other proposers were B &C, HDR, and CDM Smith. Provisional Senior Engineer Nathan Hodges reviewed the presentation included in the agenda packet. Mr. Hodges reviewed the budget, confirming that $5,250,600 is the total budget, including staff time and contingency. Member McGill asked if staff had looked at local comparatives. Mr. Hodges reviewed an additional slide (attached) of Bay Area agency master plan costs. Chair Pilecki stated that investing $5 million in a master plan for an estimated $1.5B CIP was reasonable fee. Chair Pilecki requested a schedule of the six update meetings as stated in the draft contract. Mr. Petit stated that staff will provide monthly progress updates, in addition to the six meetings and workshops that will be scheduled. COMMITTEE ACTION: Reviewed and recommended Board approval. 5. Review draft Position Paper authorizing the General Manager to execute a Source Control and Pollution Prevention Support Services Agreement with Mt. View Sanitary District (MVSD) Environmental Compliance Superintendent Tim Potter reviewed the draft Position Paper included in the agenda packet. Review and discuss letter from Contra Costa Water District (CCWD) to City of Concord dated April 27, 2015 regarding Concord Hilton's access to recycled water General Manager Roger Bailey asked for a refined scope in how to respond to the letter. Planning and Development Services Division Manager Danea Gemmell distributed handouts showing the estimated annual savings by using recycled water for two local businesses (attached). Ms. Gemmell stated that Willowick has chosen to pay for its own backflow preventer. She stated that Ashley Furniture will not be using recycled water because it will be installing drought tolerant landscaping. Ms. Gemmell explained that in regard to the Concord Hilton, the District has paid for the mainline costs to bring recycled water to the Hilton and will pay the costs to connect Hilton's irrigation system to recycled water, and CCWD has been willing to contribute $12,000 in materials toward the installation of a backflow preventer with the balance of the backflow installation cost borne by others. The remaining cost to install the backflow preventer at Hilton is about $44, 000. Chair Pilecki and Member McGill asked Mr. Bailey to respond to CCWD's letter. COMMITTEE ACTION: Discussed and provided input to staff. *7. Receive update on the Recycled Water fill station This Item was taken out of order, immediately following Item 5. Household Hazardous Waste (HHVV) Supervisor David Wyatt distributed Recycled Water Fill Usage Statistics as of May 26 (attached). To date, there are 399 registered users, and there have been 2,870 visits with 455,369 gallons taken. Member McGill requested a standing item be placed on the agenda to receive a monthly residential fill station update, a contractor hydrant update, and a HHW update. COMMITTEE ACTION: Received the update. 8. Announcements a. District received Construction Management Association of America (CMAA) award for the Concord Landscape Project at the annual meeting last week. Mr. Petit, Michael Penny and Melody Labella received the award on behalf of the District at a ceremony in San Francisco. b. Mr. Bailey stated that CCWD has requested wholesale pricing, and he has asked Mr. Petit to engage in discussion with CCWD. COMMITTEE ACTION: Received the announcements. 9. Suggestions for future agenda items Chair Pilecki requested a future report on vehicle capacity at the HHW facility. 10.
