Letter from Joe Campbell to Tim Grayson of ConcordSubject: Concord Hilton Recycled Water Service Dear Mayor Gjaysonr This letter is provided in response to the attached email received from Mr. Edi Birsan as councilmember of the City of Concord wherein concerns were expressed that one of the Contra Costa Water District's (CCWD) backflow protection devices at the Concord Hilton is preventing the use of Central Contra Costa Sanitary District (CCCSD) recycled water. The email suggests abandoning requirements for backflow protection and separating the domestic water supply from the irrigation service. Backflow protection is a requirement of the State of California and CCWD's Code of Regulations to provide for public health and safety, and must be installed on all potable water services when recycled water is delivered to a parcel. The backflow device prevents the potential for cross - contamination of the potable system with recycled water. Backflow prevention devices are installed on the potable services (not recycled water services) and in no way obstruct or prevent recycled water deliveries from purple pipes as suggested in the e-mail from Mr. Birsan. CCCSD is awarding a contract to connect ten new recycled water services in Concord on May 7, and has chosen not to install recycled water at the Concord Hilton due to costs. CCWD has supported CCCSD's efforts to implement the Concord recycled water project, including supporting their successful acquisition of Federal grant funds for the project, and offering to, fund a portion of the backflow installation costs by providing materials for the project (including the Concord Hilton) at no cost to CCCSD. CCWD continues to work with CCCSD to implement their recycled water projects at the lowest cost possible. I was at the Board of Supervisors today to cheer on the Hilton for their Green Award, You can imagine my disappointment (*annoyance) when I was told that it has not been turned with the pipeline totally in place but not working. I understand fiom Central Sanitation that the issue is a requested Backflow protection device which cleverly does not allow water to flow from the purple pipe to the irrigation under enough pressure to make things work. Please ditch the whole back flow connection. Seal off the clean water supply to the irrigation completely and Iet the recycle water be the only pipe to take care of the water. Can you give this a priority fix and what can I do to help make this happen as we all need this to be a star project of how we are going forward. Ed! Birsan
