SUBJECT: CONSULTANT SELECTION FOR RECYCLED WATER WHOLESALING
STUDY
The District's Real Estate, Environmental & Planning (BEEP) Committee has expressed
interest in taking better advantage of the potential water supply that the District's treated
wastewater effluent represents. Since the inception of the District's Recycled Water
Program in the late 1990s, only a very small portion (2.5 MGD peak) of the District's
available supply of treated effluent has been recycled.
As a result, along with input from the REEP Committee, on April 14, 2015, staff issued a
request for proposals to six firms for a Recycled Water Wholesaling Study, indicating an
available budget of $75,000 for the work. Three proposals were received by staff's
deadline of May 1, 2015. Proposing consultants included: RMC Water and Environment
(RMC), SRT Consultants and Kennedy Jenks and Associates.
The three proposals were shared with an evaluation panel of raters comprised of both
internal and external representatives as follows:

After scoring the proposals, the evaluation panel conducted thirty- minute interviews with
each of the proposing consultants on May 12, 2015. The evaluation panel unanimously
selected RMC as the best consultant to conduct this study for the District. As the
proposed contract is within staff authority to award, staff is recommending awarding a
contract with RMC to the BEEP Committee.
