Chair Williams called the meeting to order at 8:00 a.m.
2. Public Comments

3. Review proposed revisions of existing Board Policy 012 — Parliamentary
Procedures
Secretary of the District Elaine Boehme explained that no changes were
recommended by staff to the existing BP 012 — Parliamentary Procedures. She
also referred to the Chart of Board Policies included with the agenda packet that
indicated the status of the Committee's review of all existing Board policies.
COMMITTEE ACTION: Reviewed policy and recommended no changes to
Board Policy 012 — Parliamentary Procedures.

4. Review proposed Board Policy regarding paid sick leave for temporary
employees
Human Resources Manager Teji O'Malley explained staff's recommendation that
the discretionary items under the Healthy Workplaces /Healthy Families Act of
2014 (Assembly Bill 1522) be memorialized in a new Board policy. She noted
that for represented (permanent) employees such benefits are negotiated and set
forth in the Memoranda of Understanding (MOUs). However, for unrepresented
(temporary) employees, for whom there is no negotiated benefit, a Board policy
was the appropriate place to memorialize those benefits for which the Board has
discretion.
Ms. O'Malley noted that her staff contacted a number of other private sector
employers as well as public agencies and none of those polled had plans to
implement the new regulations beyond the minimum levels mandated in the
legislation. She said staff's recommendation was to implement all discretionary
items of AB 1522 at minimum levels, set forth in a new Board Policy entitled "Sick
Leave for Temporary Employees."
Ms. O'Malley also noted that both the non - discretionary and discretionary items
related to Assembly Bill 1522 have been incorporated into an updated Human
Resource Procedure that will become effective July 1, 2015 and will apply to all
permanent and temporary employees.
COMMITTEE ACTION: Recommended Board approval.
5. Update on Benefits Renewal for Plan Year 2015 -16
Ms. O'Malley, referring to the memo contained in the agenda packet, noted that
for the first time in the District's history, the annual premium for Kaiser medical
coverage would be decreasing by 2.8 percent for the coming fiscal year. She
responded to questions from the Committee as to possible reasons for the
decrease.
COMMITTEE ACTION: Received the update.
6. Receive supplemental information on reducing liability self- insurance retention
from $1 million to $500,000
The Committee requested additional information as to premium costs at different
levels of insurance before making a determination on the best course of action to
recommend to the Board.
COMMITTEE ACTION: Directed staff to provide specific premium
information at a future meeting.
