Counsel for the District General h ISSUE: While not required by law, it is the practice of the District to hold a public hearing to receive comments on the District's budgets for the next fiscal year. RECOMMENDATION: Authorize a public notice to set a public hearing on June 4, 2015 at 7:00 p.m. to consider: • Adopting the Fiscal Year (FY) 2015 -16 Operations and Maintenance (O &M), Debt Service and Self- Insurance Fund Budgets; and • Adopting the FY 2015 -16 Capital Improvement Budget (CIB) and approving the 2015 Ten -Year Capital Improvement Plan (CIP). FINANCIAL IMPACTS: None related to this action. ALTERNATIVES /CONSIDERATIONS: The Board of Directors may decline to establish the recommended public hearing date or may elect to choose a different date. BACKGROUND: This public hearing is being scheduled to coincide with the June 4 public hearing set forth in the Proposition 218 Notice that was mailed to customers notifying them of proposed two -year Sewer Service Charge and Recycled Water Charge rate increases. The full Proposition 218 notification may be accessed on the homepage of the District's website at www.centralsan.orcl. In 2014, Raftelis Financial Consultants, Inc. was hired to conduct a Comprehensive Cost of Service Study as well as a Staffing Needs Assessment. Based on these studies, the Board has received presentations from Raftelis and from staff at workshops held on November 17, 2014, January 20, 2015 and March 5, 2015. COMMITTEE RECOMMENDATION: The Board Finance Committee will review the final draft O &M, Debt Service and Self- Insurance Fund Budgets on May 11, 2015. The Engineering & Operations Committee will review the draft CIB /CIP on May 12, 2015. RECOMMENDED BOARD ACTION: Set June 4, 2015 at 7:00 p.m. as the date and time for a public hearing to consider: • Adopting the FY 2015 -16 Operations and Maintenance (O &M), Debt Service and Self - Insurance Fund Budgets; and • Adopting the FY 2015 -16 Capital Improvement Budget (CIB) and approving the 2015 Ten -Year Capital Improvement Plan (CIP). Proposed Notice of Public Hearing N:\ADMINSUP\ADMIN \DIST- SEC \Position Papers\2015 \PP Set PH on Budgets 5 -7 -15 (Final).doc Page 2 of 2 NOTICE OF PUBLIC HEARING TO ADOPT PROPOSED BUDGETS FOR FISCAL YEAR 2015 -16 NOTICE IS HEREBY GIVEN THAT: The Board of Directors of the Central Contra Costa Sanitary District at its special meeting at 7 p.m. on Thursday, June 4, 2015, at the Meeting Room of the District Office, 5019 Imhoff Place, Martinez, California, will hold a public hearing to consider the following matters: 1) Adopting the Fiscal Year 2015 -16 Operations and Maintenance, Debt Service and Self- Insurance Fund Budgets; and 2) Adopting the Fiscal Year 2015 -16 Capital Improvement Budget and approving the 2015 Ten -Year Capital Improvement Plan.
