HomeMy WebLinkAboutBOARD MINUTES 04-02-15MINUTES OF THE REGULAR MEETING OF THE DISTRICT BOARD OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT HELD ON APRIL 2, 2015 The Board of Directors of the Central Contra Costa Sanitary District convened in a regular meeting in the Board Room, 5019 Imhoff Place, Martinez, County of Contra Costa, State of California, at 2:00 p.m. on Thursday, April 2, 2015. President McGill called the meeting to order and requested that the Secretary call roll. 1. ROLL CALL PRESENT: Members: Causey, Nejedly, Pilecki, Williams, McGill ABSENT: Members: None a. PLEDGE OF ALLEGIANCE TO THE FLAG None. The Board and staff joined in the Pledge of Allegiance. 2. PUBLIC COMMENTS 3. CONSENT CALENDAR a. Approve minutes of March 5, 2015 Board meeting. b. Approve expenditures dated April 2, 2015. Approval recommended by Finance Committee. C. Receive February 2015 Financial Statements and Investment Reports. Approval recommended by Finance Committee. d. Authorize the General Manager to pre - purchase natural gas through an existing service agreement with Shell Energy North America, LP, for the period January 1, 2017 through December 31, 2017 at a price not to exceed $6.00 per decatherm. e. Approve salary adjustment effective April 18, 2015 for Secretary of the District Elaine R. Boehme, an unrepresented employee, to conform to salary adjustment in the most recent Management Group Memorandum of Understanding (MOU). It was moved by Member Causey and seconded by Member Pilecki to adopt the Consent Calendar as recommended. Motion passed by unanimous vote. Book 64 — Page 34 CENTRAL CONTRA COSTA SANITARY DISTRICT Board Minutes of April 2, 2015 4. CALL FOR REQUESTS TO CONSIDER ITEMS OUT OF ORDER None. 5. REPORTS a. GENERAL MANAGER 1) General Manager Announcements The following announcements were included in the agenda packet: a) Employees to attend California Water Environment Association (CWEA) Annual Conference in San Diego, CA, from April 28 — May 1, 2015 b) Quarterly update on the District's energy consumption c) District Receives Certificate of Achievement for Excellence in Financial Reporting (CAFR) The following additional announcement was provided just prior to the meeting: d) Earth Day Event — Saturday, April 18, 2015 from 10 a.m. to 4 p.m. General Manager Roger Bailey announced at the meeting that the District will celebrate "Bring a Child to Work Day" on Friday, April 24, 2015. The event will be held from 8:30 a.m. to 1:00 p.m. That morning, children sixth grade and up will be given guided tours of the treatment plant, lab and Household Hazardous Waste Collection Facility. There will also be demonstrations of the vehicles used by the District's Collection crews throughout the morning, and some other fun events for younger children. During the afternoon, staff will be welcome to give children personal tours in their work areas. b. COUNSEL FOR THE DISTRICT District Counsel Kent Alm reported that Mr. Bailey signed Meyer Nave's request dated March 26, 2015 for a conflict waiver regarding the matter of Gilbert Enriquez, et al. v. Town of Danville, Central Contra Costa Sanitary District, et al. (Contra Costa County Superior Court Case No. C14- 00968). Meyers Nave represents the District in the Enriquez matter as well as the Town of Danville in a separate but unrelated matter regarding Opposition to PG &E's Pipeline Project Tree Removal matter. SECRETARY OF THE DISTRICT Secretary of the District Elaine Boehme announced the upcoming meetings of the Administration and Finance Committees on March 9, 2015, at 8:00 a.m. and 3:00 p.m., respectively; and the Engineering & Operations Committee on April 8 at 3:00 p.m. d. BOARD MEMBERS 1) Board Member reports on recent meetings or conferences for which the received the stipend or for which the District paid their expenses: and future meetings or conferences for which they will receive the stipend or for which the District will pay their expenses. Member Nejedly a) Member Nejedly and Member Pilecki reported on the March 23, 2015 Finance Committee meeting. The Board received the report without comment. Member Williams Member Williams and President McGill reported on the March 31, 2015 Administration Committee meeting, for which the Action Summary was distributed just prior to the meeting. The Board received the report without comment. 2) Board Member Announcements Member McGill provided a written report covering his announcements and other meetings. 3) Board Member requests for authorization to receive a stipend for meeting attendance or expense reimbursement not specifically addressed in the current Board Compensation Resolution or authorization for conference attendance not previously approved by the Board None. 4) Adopt Resolution No. 2015 -007 recognizing East Bay Leadership Council Executive Vice President Terry Shoaff for his service to the Contra Costa Council and congratulating him on his retirement. President McGill explained his reasons for bringing forth this resolution to recognize Mr. Schoaff for his outstanding years of service in providing advocacy on public policy issues affecting the economic vitality and quality of life in Contra Costa and the Tri- Valley region. CENTRAL CONTRA COSTA SANITARY DISTRICT Board Minutes of April 2, 2015 It was moved by Member Causey and seconded by Member Pilecki to adopt Resolution No. 2015 -007 recognizing East Bay Leadership Council Executive Vice President Terry Shoaff for his distinguished service during his tenure with the East Bay Leadership Council (formerly Contra Costa Council) and congratulating him on his retirement. Motion passed by unanimous vote. 6. EMERGENCY SITUATIONS REQUIRING BOARD ACTION 7. SUGGESTIONS FOR FUTURE AGENDA ITEMS 8.
