Security Guard services contract.21,10-k 1 4 Central Contra Costa Sanitary District April 27, 2015 TO: FINANCE COMMITTEE Security Enforcement Alliance $198,876 annually VIA: DAVID HEATH, DIRECTOR OF ADMINISTRATION Lyons Security Services 1 r/ FROM: STEPHANIE KING, PURCHASING & MATERIALS MANAGER 5' SUBJECT: CONTRACT WITH NATIONAL SECURITY INDUSTRIES AND SERVICES FOR SECURITY GUARD SERVICES Security guard services are currently provided by Guardsmark, LLC for District facilities in Martinez and Walnut Creek (as needed). For calendar year 2014 the District spent approximately $226K for security guard services. Since the term of this contract will be coming to an end, District staff determined that a Request for Proposals (RFP) would be appropriate at this time. Purchasing and Safety and Risk Management staff analyzed the current scope of work of the current service provider to identify the needs of the District. Purchasing developed an RFP which was reviewed by the Safety and Risk Administrator, Safety and Risk Management Technician, and Building and Grounds Supervisor. The RFP evaluation team was comprised of these staff members. The RFP was released and publicized on December 8, 2014 by the Purchasing Division. Ten responsive proposals were submitted to the District: National Security Industries and Services $177,715 annually ANI Private Security and Patrol, Inc. $183,855 annually Security Enforcement Alliance $198,876 annually Pac West Security $199,199 annually Lyons Security Services $204,496 annually Universal Protection Service $209,921 annually Nu Way Security $214,397 annually Guardsmark, LLC $231,540 annually Cypress Private Security $234,728 annually First Security Services $238,334 annually The following criteria was used for proposal evaluation: 1) Pricing, 2) Knowledge, Expertise and Company Qualifications, 3) Security Guard Application, Selection, and Training Process, 4) Record of Past Performance, and 5) Conformance to RFP Requirements. The evaluation team extensively reviewed the ten proposals and interviewed the two top ranked offerors, National Security Industries and Services and PacWest Security. Based on the RFP criteria, National Security Industries and Services' proposal ranked highest, and Pac West Security ranked second. National Security Industries and Services was the lowest annual cost and also scored the highest of the ten offerors on the Knowledge, Expertise, and Company Qualifications category and the Security Guard Application, Selection, and Training Process category. The contract will be a two -year initial security guard services contract with National Security Industries and Services. The total estimated cost of this two -year contract is $355,430 ($177,715 annually). Given the recent update of our security policy and current review of future security needs and requirements at the District, the estimated annual cost of this contract may change. The contract will contain options to extend the contract for three (3) additional one -year periods, upon mutual agreement, totaling a maximum of five years. This is an operational contract and is funded from the Board approved O &M budget. Authorizing the execution of this contract is under the purview of the General Manager. Staff is bringing the award of the security guard services contract to National Security Industries and Services to the Finance Committee for informational purposes. 4
