HomeMy WebLinkAbout06.a.2) General Manager Written AnnouncementsBoard Meeting of April 23, 2015 Written Announcements: PROJECT UPDATES a) Public Bidding for Treatment Plant Piping Renovations (Phase 8), District Project 7310 Many of the treatment plant's piping and related systems have been in place for 30 to 40 years and have required repairs or temporary solutions. Failures of such systems reduce the reliability and can adversely impact the treatment process. Treatment Plant Piping Renovations, Phase 8 project, will renovate and /or replace various piping, instrumentation and equipment in the treatment plant that have been identified by Engineering, Operations and Maintenance staff. The scope includes various piping systems, valves and valve actuators, secondary scum pumps, boiler steam flow and level transmitters and a sodium hyphochlorite tank. This project will be advertised on May 7 and 14, 2015. The bids will be opened on June 5, 2015. The construction cost is currently estimated at $1,100,000. More information will be presented when the Board is asked to approve the construction contract on June 18, 2015. b) Public Bidding for Treatment Plant Safety Enhancement (Phase 4 Revised), District Project 7311 (includes POD ADA Improvements, District Project 8239, and Buffer and Rental Property Improvements, District Project 8237) Phase 4 (Revised) of the Treatment Plant Safety Improvement Program includes constructing a hazardous materials containment area, retaining walls, and equipment lifts to eliminate safety hazards at the plant. This project also includes the Plant Operations Department (POD) ADA (Americans with Disabilities Act) Improvements, District Project 8239, and safety related items in the Buffer and Rental Property Improvements, District Project 8237. The POD Administration building is over 30 years old and this work will provide for ADA accessibility for the multipurpose room and other POD locations. The original project scope was bid in February of 2015. At the March 19, 2015 Board Meeting, staff recommended to reject all bids, re- evaluate the project, and rebid. The revised project is scheduled to be advertised on April 28 and May 5, 2015. The bid opening is scheduled for May 20, 2015. The engineer's estimate is currently $600,000. More information will be presented when the Board is asked to approve the construction contract in June of this year. Written Announcements April 23, 2015 Page 2 of 2 c) Public Bidding for District -Wide CCTV Inspection of Sanitary Sewers 2015 Proiect The District -Wide CCTV Inspection of Sanitary Sewers 2015 Project consists of internal television inspection of approximately 750,000 feet of various diameter sewer pipes and appurtenant manholes in Orinda, Lafayette, Walnut Creek, Pleasant Hill, and Martinez. This inspection is part of the District's ongoing sewer condition assessment.. In addition, lines needing urgent maintenance are identified and cleaned to prevent overflows. Staff intends to advertise the project on May 1 and May 6, 2015. Bids will be opened on June 2, 2015. The inspection cost is currently estimated at $850,000. The Board will be asked to award the contract on June 18, 2015. CONTRACTS UPDATE d) Recap of Contracts Signed by General Manager during First Quarter 2015 The Board has asked to receive quarterly reports of the professional consulting agreements entered into by staff that fall within the increased staff authority limits that became effective December 15, 2011. On that date, the limit on staff authority for professional consulting services agreements was raised by the Board from $50,000 to $100,000. This is a report of all professional agreements entered into by staff which fall within the new staff authority limits (over $50,000 and less than $100,000) and amendments that cause agreements to fall within this dollar range. Listed below are all such agreements /amendments entered into during the first quarter of 2015 (1/1/15 — 3/31/15): All other contracts that are not considered "professional services," such as maintenance services, equipment, chemicals, and supplies, do not require Board approval regardless of dollar amount. The Board approves the annual budget which includes the expenses that come from these contracts, so these contracts are not included in this report as they have historically been within staff authority.
