Initiating Dept. /Div.: Teji O'Malley, Human Resources Manager Administration /Human Resources REVIEWED AND RECOMMENDED FOR BOARD ACTION: Roger S. Baile General Manager ISSUE: Board approval is required for any salary adjustment that exceeds the adjustment in the California Consumer Price Index (CPI) for any employees that are not represented by a union or recognized employee organization and considered a local agency executive. RECOMMENDATION: Approve the salary adjustment in excess of the California CPI for Elaine Boehme, Secretary of the District. FINANCIAL IMPACTS: Upon approval, this action will result in an annual cost of $4,797.48. ALTERNATIVES /CONSIDERATIONS: None, as not authorizing the salary adjustment would violate the terms of her employment contract. BACKGROUND: The employment contract between the District and Ms. Boehme reflects that she will be entitled to the same benefits as those afforded to the Management Group. One of the provisions of the Memorandum of Understanding (MOU) between the District and the Management Group is that employees represented by the Management Group will receive a yearly CPI (Bay Area Region) adjustment with an additional 1 % wage increase. (The Bay Area Region CPI typically exceeds the California CPI.) Effective April 18, 2015, this increase is equivalent to 3.5% based upon the 2.5% Bay Area Region CPI and the additional 1 % wage increase. Hence, Ms. Boehme is entitled to a salary adjustment of 3.5% effective April 18, 2015. However, this salary adjustment will be offset by the additional 1.25% employee pension contribution also required by the terms of the MOU effective April 18, 2015. Pursuant to Government Code 3511.2, effective on or after January 1, 2012, any salary adjustment for those employees considered a local agency executive that exceeds the California CPI in any given year must be brought to the Board for approval during a regular Board meeting.
