During the March 9, 2015 Administration Committee meeting, IEDA was requested to provide
information on typical roles and responsibilities for District officials and employees during the
labor negotiation process. The following information is provided for your review and discussion
at the March 31 It Administration Committee meeting.
Roles and Responsibllities During Negotiations
Board of Directors
• Provides authorization for initiation of negotiations
• Determines compensation strategy
• Determines goals and objectives for District Bargaining Team (DBT)
• Directs DBT and IEDA in closed session
• Authorizes general responses to Union economic counterproposals in closed session
• Gives final approval of MOUs in open session
District Bargaining Team (DBT)
• Comprised of IEDA and District - designated managers
• Primary representative for the District and sole "spokesperson" on behalf of Board
• Researches Union proposals
• Regularly meets with Administration and support team, including consultations with department heads, etc. for
input
• Develops recommendations for Board for closed session
• Responds to Unions and develops proposals /counterproposals
• Develops strategy regarding timing and settlement
• Reports to Board in closed session regarding progress; recommends counterproposals and modifications to District
proposals; seeks authority for new positions and final settlement
Administration (District Manaaementl
• General Manager directs DBT regarding meeting strategies, administrative processes and operational concerns
• District Legal Counsel advises DBT on language proposals and legal questions or concerns
• Human Resources provides administrative analysis and backup to DBT
• Finance and Payroll provide cost and budget impact information to Board and DBT
• Department heads provide feedback regarding departmental, classification or operational proposals from Unions
IEDA Representative
• Acts as chief spokesperson; drafts proposals /counterproposals
• Tracks proposals /counterproposals and progress
• Assists with preparing closed session reports
• Develops final MOUs for Union ratification and adoption
As mentioned above, these roles and responsibilities were developed from the aspect of a
typical organization. Please feel free to provide input during the meeting on March 31 so they
can be refined to best fit the needs of the District.
