Bailey g g General Manager Teji O'Malley — Human Resources Manager ISSUE: Every year, staff submits the fiscal year Staffing Plan for Board approval. The Staffing Plan normally includes requests for seasonal employees and co -op positions. Since the completion of the staffing needs assessment coincided with the annual submittal schedule, staff submitted the recommendations set forth in the Raftelis assessment as the formal Fiscal Year (FY) 2015 -16 Staffing Plan which was adopted on March 5, 2015. As the process deviated from the normal schedule and process, staff is now submitting the requests for seasonal employees and co -op positions as a separate item. RECOMMENDATION: Approve the hiring of 30 students for seasonal employment and authorize the hiring of students to fill 9 co -op positions for FY 2015 -16. FINANCIAL IMPACTS: The FY 2015 -16 annual cost associated with this action is $750,662. ALTERNATIVES /CONSIDERATIONS: Modify or reject the request for seasonal employees and co -op positions. BACKGROUND: Every year, staff requests the authorization to hire seasonal students and co -op positions as part of the annual Staffing Plan. For FY 2015 -16, staff is requesting the authorization to hire 30 students for seasonal employment. The students work during the summer months and perform duties related to seasonal maintenance as well as an array of special projects. Board authorization was given for 33 seasonal employees in FY 2014 -15. The hourly rates for seasonal employees are reflected below and have not changed since 2007. Student Positions Proposed Salary* Clerical $13.00 Laborer $15.00 Technical /Professional $18.00 'For every year a student returns (to a maximum of three summers), $1.00 is added to their hourly salary. For example, a clerical student who has worked at the District for the past two summers would receive $15.00 per hour. This increase recognizes their experience and serves as an incentive for a student to return. Staff is also requesting the authorization to hire students to fill 9 co -op positions. Co -op positions are filled by college students whose majors are closely related to the positions being requested and perform duties related to their areas of study. Board authorization was given for 8 co -op positions in FY 2014 -15. Staff is recommending that the salary of the co -ops remain at $24 an hour, which has not changed since 2007. Both of these programs are beneficial to the District and to the students. The students are given an opportunity to gain hands -on job experience which they can use as they progress in their careers. Additionally, students who fill co -op positions develop vital skills specific to their chosen career field and gain invaluable experience related to their areas of study. COMMITTEE RECOMMENDATION: This matter was discussed at the Administration Committee meeting on March 9, 2015 and the Committee recommended Board approval. RECOMMENDED BOARD ACTION: Approve the hiring of 30 students for seasonal employment and authorize the hiring of students to fill 9 co -op positions for FY 2015 -16.
