• Original liner showing signs of failure, blistering
of coating
• Coating separating from joints in all pipe
sections and other areas
• I &I identified
• Failing PVC liner
• Manholes need some repair work

• Exposed concrete is soft and in need of
protection
• Recommendation: Temporary protection via
crown spraying until pipes can be lined
2010 M1 Televised
• Found temporary crown spray gone
in several areas.
• Original liner continues to peel off
and concrete exposed.
• Staff initiated rehab project in 2011-
12.
2012 CIPP Sliplining Project
DP 8405
• M1 Rehabilitation included in project.
• Received one (1) very high bid, and Board
rejected bid (-$4.8 million).
• Project was redesigned and split into two
phases.
• The first phase at Shell and Walnut Creek
was completed last year.
• Second phase is now being advertised.
