TO: FINANCE COMMITTEE
VIA: ROGER S. BAILEY, GENERAL MANAGER
DAVID HEATH, DIRECTOR OF ADMINISTRAT N,{f
FROM: THEA VASSALLO, FINANCE MANAGER
SUBJECT: INFORMATION REQUESTED ON EXPENDITURES
At the February 9, 2015 Finance Committee meeting, the Committee requested
additional information on the following expenditure:
Check #203563 dated 1/22/15 for $6,000.00 to HiTechGov
Per Senior Engineer Alex Rozul, HiTechGov provides remote and local technical
support for Accela. Whenever Technical Support Analyst George Solivar has issues
with the Accela server /client interface that are beyond his knowledge, he contacts Bob
Summers with HiTechGov to resolve the issue. A current contract is in place through
June 2015.
Collection System Operations (CSO) Division Manager Paul Seitz added that former
CSO Division Manager Bill Brennan put the contract in place four to five years ago,
when the District was notified that Accela would no longer provide technical support or
updates directly. Mr. Summers performed the integration of Accela when it was
installed approximately 15 years ago; therefore, he has extensive knowledge of the
District's system. Once the new computerized maintenance management system
(CMMS) is in place at CSO, the contract will no longer be needed.
Responses regarding the following will be provided at a future meeting:
• Member Pilecki's request that staff look into whether the description section of
the expenditures can be expanded to indicate more detail beyond the name of
the budgets to which they were billed
• Chair Nejedly's suggestion that alarm monitoring services be consolidated under
one vendor
