REGULATORY MATTERS
a) 2014 Title V Clean Air Act Annual Report
The Treatment Plant has two air quality permits. The first is the annual Permit -to- Operate
(PTO) issued and enforced by the Bay Area Air Quality Management District ( BAAQMD).
The second air permit is the five -year Federal Title V Major Facility Air Permit (Title V
Permit) issued and enforced by both BAAQMD and the United States Environmental
Protection Agency ( USEPA).
The District is required to prepare a comprehensive report once a year which summarizes
its compliance status for the both the Title V Permit and the PTO air permits. Staff is
pleased to report that no notices of violation were issued pursuant to the District's Title V
and PTO Permit requirements during the calendar year 2014. This extends the District's
air quality compliance record to nearly seven years without an issuance of a notice of
violation. The Annual Title V Major Facility Report was submitted to both BAAQMD and
USEPA on January 30, 2015.
A copy of the Title V Annual Report is available upon request from the Secretary of the
District.
PROJECT UPDATE
b) Public Bidding for M1 CIPP Rehabilitation Project, District Project
8424
The M1 Cured -in -Place Pipe (CIPP) Rehabilitation Project, District Project 8424, will
rehabilitate approximately 3,100 linear feet of 42 -inch sewer line on the District's
treatment plant property by using a CIPP liner method. This project will be advertised for
bid on February 20 and 26, 2015. Bids will be opened on March 18, 2015. The
construction cost is currently estimated at $2 million. More information will be presented
when the Board is asked to approve the construction contract on April 2, 2015.

C) CASA Legislative Conference in Washington D C — February
23-25,2015
General Manager Roger S. Bailey will be traveling out of state for three days, Monday
through Wednesday, February 23 -25, 2015, to attend the 12th Annual Legislative

Conference sponsored by the California Association of Sanitation Agencies (CASA) in
Washington, D.C. The theme of this year's conference is Federal Policymaking:
Unlocking the Gridlock. Mr. Bailey's attendance at this event was included in the Fiscal
Year 2014 -15 Technical Training, Conference and Meetings Budget.
d) NTEA Work Truck Show in Indianapolis, Indiana — March 2 -6, 2015
Vehicle Maintenance Supervisor Nick Wright will be traveling out of state to attend the
NTEA Work Truck Show in Indianapolis, IN. The annual event sponsored by NTEA, the
Association for the Work Trust Industry, will include regulatory and funding updates, new
developments in alternative fuel and productivity technology, educational sessions,
demonstrations, and trade show /exhibitors. The Collection System Operations (CSO)
Department is requesting a four -day attendance to travel on March 2 and return on
March 6, 2015. Staff attendance at this event was included in the Fiscal Year 2014 -15
CSO Training Budget.
e) 2015 North American Society for Trenchless Technology (NASTT)
Conference in Denver, Colorado — March 16 -19, 2015
The North American Society for Trenchless Technology (NASTT) will host its annual
No -Dig Conference in Denver, Colorado, from Monday, March 16 through Thursday,
March 19, 2015. Assistant Engineer Damasio Zepeda will be presenting a paper entitled
"Horizontal Directional Drilling in Central Contra Costa Sanitary District's Diablo Sewer
Renovations Project." This project replaced 11,800 lineal feet (LF) of existing 6- to 12 -inch
diameter sewer mains. Approximately 5,000 LF was installed using horizontal directional
drilling. Drilling lengths of up to 720 feet of 10 -inch sewer pipe were attained in a single
reach. In addition, this project used an innovative vertical drilling method to install a
manhole by drilling a 9 -foot diameter and 23 -foot deep pit.
Assistant Engineer Richard Foss will also attend the conference. He applied for and was
awarded the NASTT's 2015 Conference Municipal and Public Utility Scholarship, which
will pay for full registration and hotel accommodations.
NASTT is the premier trenchless conference and equipment show in the United States
and provides an opportunity to learn about the latest developments in the area of
trenchless pipeline installation. Trenchless construction methods are less disruptive to the
public, very cost effective, and are used extensively in pipeline rehabilitation. Staff
attendance at this conference was included in the Fiscal Year 2014 -15 Technical
Training, Conference and Meetings Budget.
INTERAGENCY EVENT
f) BAYWORK Event Scheduled for February 4, 2015
BAYWORK, a consortium of water and wastewater agencies that specializes in
conducting research, workshops, and various product and workforce development

activities related to the industry, held its third event of this fiscal year on February 4, 2015
called "Strategic Investment in Staff Knowledge."
Representatives from agencies within and outside of the water /wastewater industry
demonstrated how they have designed, developed, and implemented successful
programs related to documentation, technical training, and knowledge transfer/
management. Central San, one of eight agencies to present, provided demonstrations on
the use of a training tool is utilized by the Collection System Operations Division. The
event was held at the Santa Clara Valley Water District and garnered 110 attendees from
all over the state, including seven from Central San.
