Baffle General Manag r ISSUE: Board authorization is required for the General Manager to execute a professional engineering services agreement when aggregated revisions are expected to total more than $100,000. RECOMMENDATION: Authorize the General Manager to revise Agreement No. 039747 with DCM Consulting, Inc. for professional engineering services by increasing the cost sealing from $98,000 to an amount not to exceed $134,000 for geotechnical services under the Pleasant Hill- Grayson Creek Trunk Sewer Project, DP 8412. FINANCIAL IMPACTS: The total estimated cost for the agreement revision is $36,000. Adequate funds are currently available in the current budget for the Pleasant Hill — Grayson Creek Trunk Sewer Project, DP 8412. No additional project funding is required. ALTERNATIVES /CONSIDERATIONS: The Board could decide not to authorize the revision of the professional engineering services agreement with DCM Consulting Inc. However, doing so would prevent staff from completing the final geotechnical report needed to substantiate the design and permitting for the project. BACKGROUND: The Collection System Renovation Program has been an ongoing series of projects dating back to early 1990's. Candidate sewer line segments are identified, evaluated, and placed on a priority list for replacement or repair. Staff from the Collection System Operations Division and Engineering Department work together to identify candidate sewer lines based on several criteria including television inspection (condition assessments) and grouped by geographical areas. Candidate sewer lines have been identified in the City of Pleasant Hill in the neighborhoods between Pleasant Hill Rd. and Mercury Way to Ardith Drive. The existing sewer mains in this area pose several renovation challenges to meet current District Standards. FOR PROFESSIONAL ENGINEERING SERVICES BY INCREASING THE COST CEILING FROM $98,000 TO AN AMOUNT NOT TO EXCEED $134,000 FOR GEOTECHNICAL SERVICES UNDER THE PLEASANT HILL - GRAYSON CREEK TRUNK SEWER PROJECT, DISTRICT PROJECT 8412 System Master Plan Update in 2000 and 2010 relating to future capacity considerations from the Pleasant Hill Rd. corridor upstream from Mercury Way. Although the Comprehensive Wastewater Master Plan will revisit the design criteria for capacity projects, Staff has evaluated and has continued the design efforts for the Pleasant Hill — Grayson Creek Truck Sewer project due to several critical and important reasons. This project will provide relief to the deteriorating trunk easement sewers and provide Staff the ability to implement necessary renovation work in Pleasant Hill. In addition, the City of Pleasant Hill has been coordinating with the District in conjunction with their paving plan in anticipation of this trunk sewer and other future renovation projects that are required prior to road reconstruction. This project has been prioritized as critical to the Collection System Program. DCM Consulting Inc. is an experienced geotechnical company that has been under contract with the District since September 2012 for this project. DCM Consulting has completed the preliminary geotechnical investigation last year. The preliminary investigation evaluated the entire alignment to identify the existing geologic settings and to identify the areas necessary for refinement. The preliminary report assisted in the early stages of the design and the evaluation of several alignment alternatives for the new pipeline. This information was required and has been reported to the appropriate agencies initiating the encroachment permit process. The agreement revision proposed will finalize the geotechnical investigation, provide verification for staff regarding the selected construction technologies, and assist with the constructability review of the project. Overall, Staff is currently working on revising the 50% design plans for the project and acquisition of all necessary permits. The project involves the installation of 12,500 Lineal Feet (LF) of trunk sewers, ranging from 12 -inch to 24 -inch, approx. 2,900 LF of which will be replacement of deteriorating piping. Construction of this project is planned for 2015. This project is identified in the Fiscal Year 2014 -15 Capital Improvement Budget (CIB), Collection System Program on page CS -36. The total estimated project cost is $6,481,000. However, Staff has hired West Yost Consulting to assist in PEER review and provide an updated cost estimate that will be included in the budgeting of next year's CIB. No additional funding to the project is required at this time.
