1. Call Meeting to Order
Chair Williams called the meeting to order at 8:00 a.m.
2. Public Comments
None.
*3. Review 2014 Employee Total Compensation Template
Human Resources Manager Teji O'Malley distributed the proposed template
(attached) which will be distributed with the February or March paychecks. The
line item "Pension Payments to CCCERA" includes not only the normal costs,
but also approximately 213 of the payment is for the unfunded actuarial accrued
liability (UAAL) paid by the District on behalf of retirees as well as current
employees, which overstates the amount attributable to any particular employee.

COMMITTEE ACTION: Reviewed template and instructed staff to:
1) remove the approximate UAAL component from the line item entitled
"Pension Payments to CCCERA" and add an explanatory footnote, 2) show
the current year -end value of paid- time -off accruals for calendar year 2014
beneath the "Grand Total" line item and add an explanatory footnote that
states any accruals used in 2014 are included in the line item titled "Reg
Pay," 3) consolidate the document into a single page, and 4) inform the
bargaining units in advance of distributing the Statements.
4. Review proposed amendments to BP 011 - Policy for the Submission and
Tabulation of Proposition 218 Notice Protests
COMMITTEE ACTION: Requested staff to: 1) revise BP 011 to separate
policy from procedures to the extent possible under the law and bring
revised draft back to the Committee for further review, 2) prepare an
inventory of the various terms in the District's recycled water contracts,
and 3) provide information as to how recycled water rates are set and
under what authority.
5. Standing Items
a. Receive update on ongoing Contra Costa County Employees' Retirement
Association (CCCERA) audit - No staff report
b. Planning for 2017 Labor Negotiations
Chair Williams requested that the Gantt chart presented at the previous
meeting be attached to all future agendas; staff only needs to report when
the chart has been updated.
C. Risk Management (discuss outstanding claims and new claims, if any, and
receive Loss Control Report once a month) - No staff report
d. Receive update on pending litigation re AB 197 (Public Employers
Pension Reform Act of 2013) (PEPRA) - No staff report
COMMITTEE ACTION: Requested Gantt chart be attached to all future
agendas.
