SUBJECT: PROPOSED APPOINTMENT OF ADDITIONAL BOARD LIAISONS
As you know, Board Liaisons are appointed at the first of each year for Contra Costa
County and every city in the District's service area. Currently, Board Liaisons are also
appointed to various other outside agencies, including:
• Contra Costa Chapter of the California Special Districts Association (CCSDA)
• National Association of Clean Water Agencies (NACWA)
We recently adopted a new Strategic Plan for Fiscal Years 2014 -16. In keeping with
Goal 5, Strategy 2 (attached), and with the intention of expanding interagency
cooperation as envisioned by the Strategic Plan, I suggest that several special districts
be added to the current list of outside agencies to which Board Liaisons are appointed.
Specifically, I propose the following additions, effective immediately:
• East Bay Municipal Utility District (EBMUD)
• Contra Costa Water District (CCWD)
• East Bay Regional Park District (EBRPD)
• Pleasant Hill Recreation and Park District (PHR &PD)
I further propose that the Board Liaison for the City of Pleasant Hill also act as Board
Liaison for PHR &PD. Finally, I propose that the following additional Board Liaison
appointments be made effective immediately for 2015:
EBMUD:
Member Nejedly
CCWD:
President McGill
EBRPD:
Member Causey
Board Liaisons who act in an official capacity when representing the District are
compensated either by stipend (currently $185) and /or reimbursement of expenditures.
For this reason, the addition of several more agencies may result in a modest increase
in Board compensation to those Board Members serving as Liaisons to those agencies.

• Give annual or semiannual presentations for City Councils by liaison Board
members.
• Hold annual meetings with General Manager and Board liaison with Mayor, City
Manager and Public Works Director of each city, and County counterparts.
• Keep State legislators representing the District's service area and all County
Supervisors informed of Central San's mission, accomplishments, and relevant
plans.
• Hold annual meetings between Board Members and Contra Costa Water District
(CCWD).
• Appoint Management Staff member(s) as liaison for CCWD and EBMUD.
