ISSUE: Authorization by the Board of Directors is required for the General Manager to execute a
construction contract change order in an amount greater than $100,000.
RECOMMENDATION: Authorize the General Manager to execute a $112,000 construction contract
change order with K.J. Woods Construction, Inc., on the Walnut Creek Sewer Renovations, Phase
10, District Project 8413.
FINANCIAL IMPACTS: No additional funding is required for the project. There are adequate funds
in the project budget for this change order.
ALTERNATIVES /CONSIDERATIONS: None. The Engineering and Operations Committee was
notified of the urgency of the work at its meeting on August 25, 2014.
BACKGROUND: On August 4, 2014, the Collection System Operations Division contacted
Engineering regarding a critical and urgent sewer repair for an 8 -inch asbestos cement sewer main
that crosses San Ramon Valley Boulevard in the City of San Ramon. This existing sewer main is on
a frequent cleaning schedule and has been repaired in the past. CCTV inspection identified that a
portion of the sewer pipe was missing and a traditional spot repair could not be achieved since it was
below a 36 -inch waterline. Engineering staff evaluated possible repair methods, and determined that
realignment of the sewer main and the addition of a new manhole provided the most suitable repair
solution. Due to the high risk of a sewer overflow, difficult and restrictive site conditions in a high
traffic roadway, staff directed K.J. Woods Construction, Inc. to proceed with the repair work on a Cost
Plus basis. The repair work included installation of approximately 115 Lineal Feet (LF) of 8 -inch
sewer main, a new manhole, abandoning 80 LF of existing sewer main, pavement and median
restoration, traffic control under limited working hours and other conditions permitted by the City of
San Ramon. The sewer work was completed by the end of August.
COMMITTEE RECOMMENDATION: District staff informed the Engineering and Operations
Committee on August 25, 2014 concerning the critical and urgent need to repair the sewer main and
the potential change order costs. This position paper was reviewed and recommended for Board
approval by the Committee at its January 14, 2015 meeting.
