HomeMy WebLinkAbout07.a.3) General Manager Announcements%q.3 Board Meeting of January 8, 2015 Written Announcements: PROJECT RELATED MATTERS a) Public Bidding of Treatment Plant Safety Enhancements — Phase 4, District Project 7311 (including Plant Operations Department ADA Improvements, District Project 8239) Safety at the Treatment Plant is a high priority. Safety issues associated with the Plant are identified by the Plant's safety suggestion program, safety committees, safety audits and inspections. Through the safety program, several projects have been identified. Phase 4 of the Treatment Plant Safety Improvement Program includes constructing a hazardous materials containment area, handrail improvements, and lifts to eliminate safety hazards at the plant. In addition, the Plant Operations Department (POD) Americans with Disability (ADA) Improvements, District Project 8239, has been added to the project due to similar scope of work and priority. The POD Administration building is over 30 years old and this work will provide for ADA accessibility for the Multipurpose Room and other POD locations. This project is scheduled to be advertised on January 27 and February 3, 2015. The bids will be opened on February 10, 2015. The engineer's estimate is currently $500,000. More information will be presented when the Board is asked to approve the construction contract on February 19, 2015. OUT -OF -STATE CONFERENCE ATTENDANCE b) Attendance at the 2015 National Association of Clean Water Agencies (NACWA) Winter Conference in Charleston, South Carolina — February 1 -4, 2015 The National Association of Clean Water Agencies (NACWA) will hold its annual Winter Conference in Charleston, South Carolina, February 1 - 4, 2015. The "Leaving the Comfort Zone.... Collaborating for Clean Water" Conference will shine the spotlight on the importance of getting out of the comfort zone and engaging non- traditional partners —'strangers'— in collaborative work to improve water quality and protect the environment. The municipal water and wastewater community is beginning to carve an innovative path for addressing issues by collaborating with non - traditional partners — from the agriculture, finance, energy and product stewardship sectors to name a few. All of these unusual alliances, while out of the normal comfort zone, have resulted in both improved dialogue and water quality, as well as enhanced technical and financial Written Announcements January 8, 2015 Page 2 of 3 capabilities for everyone involved. We have asked these collaborators, both traditional and "strangers" to discuss these new or improved partnerships over the course of the Winter Conference program. Staff attendance at this conference was included in the 2014 -15 Technical Training, Conference and Meetings Budget. The following District employees will be attending various committee and technical sessions: Jean -Marc Petit, Director of Engineering Alan Weer, Plant Operations Division Manager Randy Schmidt, Senior Engineer/ Regulatory CLEAN WATER ISSUES c) Clean Water Program Training Session Hosted by District On December 16, 2014, the District hosted a half -day training session in the Multipurpose Room that was sponsored by the Contra Costa Clean Water Program (CWP) on the modifications to the statewide Industrial General Permit (IGP). The targeted audience members were the Contra Costa County inspectors conducting stormwater inspections at facilities subject to the IGP with the objective of understanding the changes which will take effect July 1, 2015 so the inspectors would be able to respond to questions from the businesses affected by the changes and to develop consistency among inspectors from different agencies when inspecting these businesses. Thirty -five attendees from twelve different agencies in Contra Costa County participated in the training. District Environmental Compliance Inspectors attended the training to improve their knowledge for working with these businesses and their time will be compensated under the CWP Inspection Service Agreement. d) San Francisco Baykeeper Update On December 4, 2014, Board Member Nejedly requested the following update on recent legal action taken by San Francisco Baykeeper.• On November 24, 2014, the San Francisco Baykeeper issued a letter indicating 60 -day notice of its intent to sue the City of San Jose due to Clean Water Act violations. The violations cited in the letter are primarily focused on San Jose's municipal separate storm water system (MS4) permit and the need to clean up trash and remove homeless encampments along Guadalupe River and Coyote Creek. However, the letter also references 780 sewage spills and includes 51 pages of exhibits, listing sewage spills that the City of San Jose reported over the last five years to the State Water Resources Control Board and the Regional Water Quality Control Board. An article, that includes a copy of Baykeeper's full 71 -page letter, is posted on the San Jose Mercury News website at the following address: Written Announcements January 8, 2015 Page 3 of 3 http: / /www.mercurynews.com /science /ci 27005456 /environmental - group- sue- san -jose- sewage- spills- and ?source= infinite INTERAGENCY EVENT e) BAYWORK Event Scheduled for February 4, 2015 BAYWORK, a consortium of water and wastewater agencies that specializes in conducting research, workshops, and various product and workforce development activities related to the industry, will hold its third event of this fiscal year on February 4, 2015 called "Strategic Investment in Staff Knowledge." Representatives from agencies within and outside of the water /wastewater industry will be demonstrating how they have designed, developed, and implemented successful programs related to documentation, technical training, and knowledge transfer /management. The event will be held at the Santa Clara Valley Water District and is expected to. garner attendees from all over the regional area.
