ISSUE: District staff has been working on a review and analysis of the District's
information technology (IT) practices with NexLevel IT Consulting over the past year
which serves as the basis for an Information Technology Master Plan (ITMP) which was
recently completed. Secretary of the District Elaine Boehme also has been working with
consultants from Electronic Image Designers, Inc. (EID) to develop a roadmap to
address the District's needs in terms of electronic records management. This project
falls within the scope of the ITMP.
RECOMMENDATION: Accept the ITMP.
FINANCIAL IMPACTS: The ITMP being recommended for acceptance by the Board
includes additional staffing costs and significant investments to provide for the
replacement of outdated District computer software applications and technology.
ALTERNATIVES /CONSIDERATIONS: There are a wide range of options that can be
considered for both the cost and timing of the recommendations provided in the ITMP.
These options will be considered during the forthcoming Fiscal Year 2015 -16 budget
process.
BACKGROUND: The District entered into a contract with NexLevel IT Consulting in
October 2013 to assist the District in developing an ITMP. Joe Blackwell, a principal of
NexLevel, provided a status update to the Board on June 19, 2014. NexLevel has
recently completed its analysis of the District's IT systems and operations. The
completed ITMP is attached (Attachment 1) and provides the findings and
recommendations identified by NexLevel, including moving forward with an electronic
content management system (ECMS) to address how electronic records are managed.
Over the past five months, EID consultants Robert M. Blatt and Virginia Jo Dunlap, Esq.
have performed an assessment of the District's records, both paper and electronic, and
developed a roadmap for moving forward with an ECMS that follows industry best
practices and enables the District to become compliant with regulations governing

management and retention of electronic records. Mr. Blatt will present a summary of
EID's findings and recommendations (see Attachment 2).
The EID presentation will be followed by a presentation by NexLevel consultants
Joe Blackwell and Stephen Madler. Mr. Madler has been assisting with managing day -
to -day IT operations and directing remediation of urgent IT issues. They will present the
Board with a summary of their analysis and recommendations for the overall ITMP (see
Attachment 3.)
Staff also will be available to answer any questions or provide clarification during the
meeting.
COMMITTEE RECOMMENDATION: The ITMP was presented to the Administration
Committee on December 2, 2014 and the Committee recommended Board acceptance
of the ITMP.
RECOMMENDED BOARD ACTION: Accept the Information Technology Master Plan.
