1. Call Meeting to Order
Chair Nejedly called the meeting to order at 3:00 p.m.
2. Public Comments
None.
3. Review proposal to consider entering into lease agreements for portions of the parcel
located at 4737 Imhoff Place, Martinez
COMMITTEE ACTION: Reviewed and recommended the Board authorize staff
to enter into the lease agreements.
4. Consider entering into proposed Memorandum of Understanding (MOU) for Moraga
Country Club Scalping Plant

The Committee discussed possible scalping plants at the Roundhill Country Club in
Alamo and Boundary Oak Golf Course in Walnut Creek, as well as neighboring
properties, for further possible expansion of recycled water service. Staff will look
into whether these golf courses are serviced by Contra Costa Water District (CCWD)
or East Bay Municipal Utility District (EBMUD).
COMMITTEE ACTION: Recommended that staff proceed with the MOU.
5. Receive update on potential collaboration with East Bay Municipal Utility District
(EBMUD) regarding the old Shell Oil Pipeline that runs through Lafayette to Moraga
Provisional Associate Engineer Melody LaBella provided a brief history on the
District's 1994 purchase of a 15 -mile segment of this abandoned jet fuel pipeline,
which was originally constructed to transfer jet fuel from Shell Oil Refinery in Martinez
to the Oakland Airport. The District purchased the segment that runs from Martinez
to the Contra Costa - Alameda County Border, through the Lamorinda area, with the
vision of distributing recycled water in EBMUD's service area. Ms. LaBella explained
that after conducting several studies back in the late 1990s, it was found that the cost
to rehabilitate the line for the distribution of recycled water was expensive (estimated
at approximately $20M back in 2005), while demand for irrigation water in that area
has declined with the removal of the golf course at the Gateway development and the
high schools in the area converting to artificial tun, so EBMUD elected not to move
forward with the project.
General Manager Roger Bailey mentioned that in his recent conversation with
EBMUD General Manager Alex Coate, Mr. Coate was not aware of any EBMUD
interest in pursuing this project.
Chair Nejedly suggested that staff keep the pipeline for possible future use. (The
pipeline was purchased from Shell years ago for $1.)
The Committee recommended that staff and possibly Chair Nejedly follow up with
John Coleman, Director at EBMUD, on interest he may have expressed in a project.
COMMITTEE ACTION: Received the update and recommended that staff
pursue interest from EBMUD in a project, if there is any.
*6. Receive update on Collection System Master Plan
Provisional Deputy General Manager/ Director of Engineering Jean -Marc Petit
distributed a project timeline (attached) for the production of the Comprehensive
Collection System Master Plan (CSMP), noting that Phase 4 (the CSMP Report) is
expected to be completed sooner than April -June 2017, in response to desire
expressed by Board Members to accelerate the timing.
Mr. Petit also reported that staff will be bringing a Position Paper to the Board via the
Engineering & Operations Committee requesting award of a contract for flow

monitoring. The study will contribute to the implementation of a dynamic hydraulic
model, which is key to completing the CSMP. He reiterated that staff will try to
accelerate the completion of the CSMP, as there is desire from Board Members to
have data validating the Engineering Department's assumptions (i.e.; future projects
to be defined and identified in the future 10 -20 years CIP by the CSMP) during the
rate - setting discussion.
Member McGill stated that he agreed that there is a need for the CSMP and for it to
support staff's recommendations; however, he stated that he did not second guess
staffs assumptions.
Chair Nejedly commented that he did not require the level of information that was
presented to him on this topic.

7. Receive update on East Bay Leadership Council (EBLC)'s November Water Task
Force Meeting's Presentation by Contra Costa Water District (CCWD) on Bay Area
Water Interties
Ms. LaBella discussed the presentation by CCWD on existing and potential future
interties in the Bay Area that are being studied by a consortium of Bay Area agencies
to enhance the regional water supply reliability.
