TO NAPA SANITATION DISTRICT IN AUGUST 2014
On August 26, 2014, the District received a request from Napa Sanitation District to
provide assistance with determining the extent of damage to their collection system
after the August 24 earthquake. The District dispatched a Closed Circuit TV truck and
crew to Napa the next day.
On December 20, 2007, the Board adopted a resolution (ATTACHMENT A) approving
the 2007 Omnibus Mutual Assistance Agreement with the California Water/Wastewater
Agency Response Network (CALWARN). The agreement allows the District to support
requests from other member agencies and apply to the Federal Emergency
Management Agency (FEMA) for reimbursement of cost incurred providing assistance
during an emergency.
The charges are as follows:
Without Overhead Total = $6,210.62
With Overhead (194 %) Total = $12,938.31
Attached is a spreadsheet detailing the charges with overhead and without overhead
(ATTACHMENT B).
Staff is requesting direction from the Committee whether to include overhead in the
charges.

RESOLUTION NO. 2007 - 202
A RESOLUTION APPROVING 2007 OMNIBUS MUTUAL ASSISTANCE AGREEMENT
WITH THE CALIFORNIA WATER/WASTEWATER AGENCY
RESPONSE NETWORK (CALWARN)
WHEREAS, the California Water/Wastewater Agency Response Network
(CaIWARN) 2007 Omnibus Mutual Assistance Agreement sets forth the mutual
covenants and agreements for water and wastewater agencies to provide mutual
assistance to one another in times of emergency; and
WHEREAS, the District has determined that it would be in its best interest to
enter into an agreement that implements the plan and sets forth procedures and the
responsibilities of the agency whenever emergency personnel, equipment and facility
assistance are provided from one agency to another.
BE IT RESOLVED by the Board of Directors of the Central Contra Costa
Sanitary District ( "District ") as follows:
THAT the District hereby approves the California Water/Wastewater Agency
Response Network (CaIWARN) 2007 Omnibus Mutual Assistance Agreement; and
THAT the General Manager is hereby authorized to execute said Agreement for
and on behalf of the Central Contra Costa Sanitary District; and
THAT the General Manager is hereby authorized to designate approving officials
as defined in said Agreement, a record of which will be kept on file in the office of the
Secretary of the District.

At the December 20, 2008, Board Meeting, the Board approved Resolution No. 2007-
202, authorizing me to execute the 2007 Omnibus Mutual Assistance Agreement with
the Califomia Water/Wastewater Agency Response Network (CaIWARN). Having this
agreement in place will allow us to support requests from other member agencies and
to apply to the Federal Emergency Management Agency (FEMA) for reimbursement of
cost incurred providing assistance during an emergency. The agreement requires that I
appoint Approving Officials. Your role as an Approving Official is to determine if the
District could provide requested resources to another agency during an emergency
while still insuring the District can reliably accomplish its mission. In this capacity you
will also be authorized to make requests for assistance from other member agencies.
This memo appoints you as an Approving Official authorized to commit or request
assistance to and from other participating agencies in times of emergency. I will serve
as the primary Approving Official and the Acting General Manager will serve as the
Approving Official during my absence. In the event that an Acting General Manager has
not been appointed during my absence, the current Standing Delegation of Authority will
be utilized (see attachment).
This agreement sets forth procedures and the responsibilities of an agency whenever
emergency personnel, equipment and facility assistance are provided from one agency
to the other (see attachment). It would also ensure that no water or wastewater agency
would be in a position of unreasonably using its own resources, facilities, or services
providing such mutual assistance. A list of all of the participating agencies to this
agreement will be published annually on the CaIWARN website, www.calwam.org.
