Preliminary Schedule for Labor NegotiationsS6 Central Contra Costa Sanitary District Recommended Calendaring - Labor Relations and Negotiations for MOU's Expiring December 17, 2017 2015 First Quarter • Establish benchmarks for total compensation survey(s) (relative labor market, elements of compensation, job classifications to be utilized, etc.) • Management Group — Conduct compensation study as agreed upon during last negotiations • Labor Management Committees: -Draft guidelines and review with Administration Committee and Board - Conduct outreach to unions 1 - Neutral party conducts training of management and union participants - Prepare schedule (monthly, quarterly, as called by either pasty) 2016 Second — Fourth Quarters • Train Board on roles and responsibilities during negotiating process • Identify communication structure and frequency for Board District representatives and negotiators • Identify District representatives to serve on negotiating teams • Conduct internal survey of key managers to identify areas of concern to be addressed in negotiations • Discuss and vet goals for negotiations: - General Manager - Administration Committee -Board 2017 First Quarter • Conduct follow -up studies /research: - Compens .9tion -Other District proposals or anticipated union proposals • Draft and vet proposals and ground rules for negotiations June • Send Opener Letters • Schedule negotiation meetings
